Investigation Filed
On Security Police

• 'Only 25 students have' taken out petitions .
so far for the 15 offices- available in the March

j According to Sharon Welfare, elections director,-
the pick up of petitions is running. slower than
normal. She said the only offices with a lot of
competitors is student- body president and vice
president.
No Competition
Candidates for sophomore and junior class officers and Men's Union representative have no competition and the only senior class office challenged
is the presidents.
Pete Sandman,"Frankfort junior and Lou Oates,
Saginaw junior, picked up their petitions Friday
for the seven-man student "body presidential race.
The Tickets. -
Running with Sandman is Clarke Foco, Pincon-
ning junior, for vice president. Oates' running mate
on; the "Key" ticket" is Paul Jagenow, Detroit
junior.
Candidates for senior class offices are Steve
Thatcher, Ionia junior" and- Don Gregory, Sebe-
waing junior, for president; Bill Ryan, Royal Oak
junior, for vice president; Toni King, Vandalia
junior, for secretary and Shirley Strohl, Adrian
junior, for treasurer.
Junior Class
Sheri Cross, Battle Cjjeek sophomore, is running for junior class Secretary and Dave Randolph,
East Detroit sophomore, for junior class treasurer.
On the sophomore class ballot is Mike Lueder,
Reed City freshman, for president; Gregory Se-
mack, Farmington freshman, for vice president;
Carl Bender, Muskegon freshman, for treasurer;
and Linda Stankivittz, Mt. Pleasant freshman, for
secretary. • ,
Dave Dieterle, Kettering^sophomore, is the only
candidate for Men's Union representative.
Any student interested in running in the March
<ra election may pick up his petitions by making
arrangements with Miss Welfare by calling 4-3504
or 2-1291. Petitions must be completed and returned to the Student Government office by 4 p.m.
March 7.
Investigation Started
The" initial investigation was begun following
two incidents involving Campus Security Officer
Leslie Bonstelle last semester.
In one incident Bonstelle was accused by Saxe
Hall residents of having pulled the fire alarm in
the dormitory during a disturbance there. In October Bonstelle was also accused of taking two students nearly three miles from campus and dropping
them there. The two students were said to be
involved in a panty raid the night in question.
The -investigation was sought by members of
the Student Senate and was initiated by Boyd.
Boyd said it was his hope the information obtained
from the investigation could be used to help develop a police force "that will be a model of
excellence."
Investigator on Campus
The investigator was on Central's campus in
late December * and again in earlv January. He
interviewed several members of Student Senate,
administrators and Security Police members.
-■Boyd said he would not be able to release the
"report for at least two weeks. The information ob-

Student Senate pending Boyd's decision.
Oakland University Also Has Investigation
A similar investigation was made at Oakland
University by a former lieutenant at MSU. The
38-page report was released in mid-January and
suggested among other things that the university
should create a professionally trained police force.
Terri Vogel Wins
Michigan Inter-co
Miss Terri Vogel, Central's 1969 Sno-Queen,
was named Michigan's Inter-collegiate Sno-Queen
Saturday night at Northern Michigan University's
contest.
A second runner-up in the 1968 Miss Michigan
Pageant, Miss Vogel was chosen from a field of
10 other candidates for the college title from all
state-supported colleges.
Sponsored by Merrill and Sweeney Halls, Miss
Vogel won the local contest over 10 other contestants when she performed a Hungarian gypsy
dance.
The judging was based 40 per cent on talent,
20 per cent on evening gown presentation, 20 per
cent swim suit competition and 20 per cent poise
and personality.
As Michigan Inter-collegiate Sno-Queen, Miss
Vogel is eligible to participate in the 1969 Miss
Michigan pageant if funds are available.
The Bay City freshman is a Spanish major and
sociology minor on the secondary education curriculum. _.,■»„. .r .
Besides the two contests at Central, Miss Vogel
participated in several other contests. She was

in 1968 and first runner up of Miss Congeniality
in the Miss Michigan Winter Sports contest, 1968.
After graduation, Miss Vogel wants to work in
an embassy in Puerto Rico where she can use her
Spanish language. She said the work "fascinates"
her.
Section Law Change
Favored by A tty. Gen.
Attorney General Frank J. Kelley has made
a recommendation that the election law be
changed to permit college students to vote in
the district where they are attending college.
This law, if enacted, will affect every Central
student 21 years old and older.
Present Election Laws
At the present time the standards by which a
township, city or village clerk determine residency
is very vague, Kelley admitted.
The clerk is empowered to ask questions about
the source of the student's income, where the
student spends his vacation time, whether the
student's parents are divorced or separated and
whether it was the decision of the student or his
parents to enter the college.
"The questions indicate there is an inequitable
quirk in our election laws which result in denial
of franchise to an intelligent and articulate segment of our society. These are the graduate and
undergraduate college students over 21 years of
age," Kelley said.
Kelley went on to say the, students usually
leave home to attend college with unformed notions of the place they intend to reside permanently. "If they were factory workers, nurses, "
young executives or even unemployed, they would
have no difficulty in registering and voting in the
college town," he said.
Students Denied Voting Privileges
"Because they are in the process of preparing
for a career, rather than practicing one, they may
be denied access to the ballot box in the commu-.
nity where they are actually living," he concluded.
Kelley said this type of discrimination feeds
the student's feelings of discontent and adds to
his list of grievances. He challenged the state legislature to change the hypocritical voting system in
the state.
