Foust Won't Approve Policies Unless
Stipulation Added, Says Steg
By. Tom Needels
. . _ Life Managing Editor ...
The Board in Control of Student Publications discovered
on Tuesday that it has.beeninaking unauthorized decisions
for the past two years; *
: The reason for this is due to the lack of University legislative approval.-
The policies that.the Board
operates under' have to be approved by the Student Senate,
Faculty Senate and finally by
President .Judson .W. Foust

and approved the policies. The
Faculty Senate .will act upon
the proposals at their* meeting
this Monday. •..**•
• But, according,to.Olaf Steg,
faculty senate secretary, even
if the body does approve the
provisions, President Foust
will not concurs. '
- Steg said that Foust doesn't
want to approve the document
without it including a chain-
of-command stipulation which
clearly places the Board, its
policies and decisions, in a
position of review by the
President.
After a period of discussion,
Steg proposed that the Board
revise its policies to include
the following review stipulation:
"The Board recognizes that
its decision shall be subject
to review by the President of
the University."
The Board agreed that the
policies should remain as they
are now stated since the Student Senate has already approved them. The reasoning
behind the move was to facilitate the legal process of getting the Board to a status
.whereby they could act as a
functioning Board. -
The group further explained
their move by noting that the
President has control over all
organizations on campus without having to write the stipulation into every document of
organizational policy.
Due to the lack of policy
approval and strictly legally
speaking, the Boards' creation
