Laksin», J_,n. 20.—The legislature
has disposed of the Senatorial question and has now settled down to
business in dead earnest. The only
measure yet introduced directly effecting Clare and Isabella counties is
tho bill to detach Gratiot countyfrom
the21st judicial district, thus lessening the work of the Judge. Tliose
who are acquainted with judicial proceedings in ;.any of the counties
in the 21st district will appreciate the urgent necessity that demands the passage of this bill, Cases
submitted to Judge Hart are sometimes held for months before a decision is handed down, presumably
because his time is so fully occupied
that he cannot give careful considerations promptly but must wait and
wait until lie can catch up with his
work. Sheridan people will remember the delay in deciding their township case against Hayes and Frost
townships last year. Judge Wheaton
told me the other day that he has not
yet been able to get from the Stenographer a copy of evidence taken last
September.

Hickey ought to be paid. The jurors

Another of Senator Post's measures
will be a bill to provide for the election of a liith Supremo judge. The
luve.-riily for this was explained by ex-
0.)v. Alger in his retiripg ine.sage
and was made apparent to him and
others by the result in certain
tax cases. A circuit judge in the
Upper Peninsula held tho tax law
constitutional and the case went to
the Supreme Court, which tribunal
stood two and two on the important
question raised. A decision can, be
reversed only by a majority vote and
hence the ruling of the Circuit Judge
held good. Another Circuit Judge
in another part of the stale decided
against the constitutionality of the
tax law and that decision too was
affirmed by the Supreme Court by a
tie vote. Thus it occurred that there
was one law of taxation for one part
of Michigan and none at all for another pari. The election of a fifth
justice of the Supreme Court would
remedy such an evil, as a tio could
never result.
Eddie Saffonl of Farwell who is
