by the Council and Leading
Citizens.

To Investigate and Report on the
Matter, December 28.
The electric light proposition referred to in last week's Sentinel was
laid before the cbnncil Monday evening, and though no action was taken
upon it except the appointment of the
usual special committee to investigate
and report, yet the general impression
made upon individual councilmen was
favorable. Although it is desired by
the company that definite action be
taken as early as is consistent with a
thorough investigation of the question in all its bearings, yet it is safe to
say that the council will move rather
slowly in a matter of so very much
importance. We believe we speak
the sentiment of nine-tenths. of
our citizens when we say that we hope
the council will find, upon careful
. consideration, that the adoption of the
plan is not only feasible but fully warranted. Every citizen should desire
whatever is best for the public good,
and we believe the council will handle
the matter wisely. Both the council
and the company desire every citizen
* to be perfectly familiar with the
crmpany's lighting plan, and to aid
• in that purpose we publish herewith
the full text of the comany's address
and proposition. Press of other work
prevents us saying more this week regarding* the matter, but doubtless we
shall have more to say later.
To the Honorable, City Council, City
of Clare, Mich.
Gentlemen:—I beg to submit a proposition to you, as follows:
1st—I-will organize a stock company
consisting bf five members, as follows:
C. W. Perry, J. H. Galliver, S; 0. Kirkbride, Chas. Gabriel and. A. J. Doher-
^t-y, for the purpose of doing commercial and city lighting in this city.
2nd—In order to do this we ask that
you give us a five-year contract as fol-;
lows: That upon our furnishing a sufficient bond indemnifying this city,
we will operate and keep in repair the
city water works plant for the same
period, for,the sum of $125 per month.'
We furnishing everything necessary.
Delivering the water in quantities
equal-to the capacity of the plant now
owned by said city. Further, we ask
that the city enter into an agreement
with A. J. Doherty, a member of said
company, as follows: That on or
about April 1st, 1895, that for and in
consideration herein and after named
the city of Clare and the Clare Electric
Light Co. j the said A. X Doherty, in
behalf of said company, binds himself,
his heirs and legal representatives to
supply said city of Clare with a good
and sufficient arc electric light for
street lighting for five years from and
after the firstday "of April, 1895, also
to put up and maintain as many lights
from time to time as said city may order erected within the sity limits and
at such points as said city may direct.
The said arc lights to be and at all
times to be maintained a first-class
electrie arc light, the same to be properly lighted at twilight and run on
moon schedule and to be kept lighted
until 12 o'clock, standard time, first
party at all time to maintain said
lights in good order and first-class condition. - V ,'"''.
In consideration whereof the said
city hereby Contracts.and agrees with
said A. J. Doherty for the lighting of
said city as,aforesaid for the period of
five years from and after April 1,1895,
and the said city hereby agrees to take
not less than ten arc lights and when
said city orders an additional light
put up the same is to be maintained
by said first party to the end of this
contract. It is agreed that when the
said city shall so order lights to be
erected, that said first party is to have
a reasonable time to erect the same,
the condition of the weather and
ground considered, but the same to be
erected without any unnecessary delay
after being so ordered. It is also
agreed that said city, is to grant no
other franchise for an electric light
company during the term of this contract so long as first party faithfully
performs the conditions of this agreement.
In consideration of the .foregoing the
said city, by its duly authorized agent,
the common council of said city, does
hereby agree and promise to pay for
each and every light so erected and
maintained by said first party under
this agreement, the just and full sum
of $62.50 per year for each and every
light so erected and maintained, and
to pay a prorate price for each fraction
of a year for each light so erected and
maintained. Said city also agrees and
promises to pay for each light as herein provided, at the first regular meeting of said council in each calendar
month.
It is also agreed and understood that
said lights so herein before maintained
are at all times to be maintained in
good condition and in working order,
unavoidable accidents, damages by the
elements, and accidents to the engines
also excepted; and in the event of any
such accidents or damages, occurring,
the said A. J. Doherty is to receive no
pay for said light during the period
said lights shall not be maintained by
reason of any such accident. But said
Doherty, in case of any such accident
or damages, is to repair the same and
set said lights going in good shape and
condition as soon as practicable after
such accident or damage, if any there
be.
In witness whereof the said A. J.
Doherty, in his own behalf, and Jas. L.
Welch, Mayor, and Chas. H, Clark,
city clerk of said city, for and in behalf
of said city, will hereunto set their
hands.
An ordinance to provide for the establishment of electric works in the
city of Clare, to be known as ordinance
The Common Council of the city of
Clare ordains:
Sec. 1.—That permission and authority is hereby granted to the Clare
Electric Co. of the city of Clare, a corporation organized under and by virtue
of the State of Michigan, to erect, lay,
operate and maintain on the public
streets, alleys, bridges, parks, and
other public grounds in the city of
Clare, all needful and proper poles,
masts, towers, mains; wires, pipes,
lamps, motors, and other electrical
apparatus for the period of twenty
years from and after the date of the
passage of this ordinance ;* subject,
however, to all the conditions, specifications and limitations hereinafter
contained. 9
See. 2.—All poles, masts and towers
erected under and by virtue of the permission herein granted shall be painted
in such a,manner as not to be unsightly, and the establishment of - such
poles, masts and towers on all streets,
avenues, alleys, bridges and public
grounds shall be done under the direction of the ., subject
to the approval of the common council, and any poles or masts so erected
shall be subject to such changes as the
common council shall by resolution
from time to time determine and direct.
Sec. 4.—All wires strung on poles or
masts shall be at least twenty-one (21)
feet above the curb or surface of the
ground, except when entering buildings, and shall be so placed as not to
interfere with shade trees or any description of public or private property,
and no wires shall be attached to
buildings except with the consent of
the owners or occupants, and in all
cases first class insulation shall be
used in making such connections.
Sec. 4.—Ho wires placed by said
Electric Co. for conveying electricity
shall be placed so as to approach nearer
than one foot to any telegraph or telephone wire now erected, nor shall any
telegraph or telephone wire be hereafter erected on any street, avenue,
alley, bridge, or public ground in the
city, or so placed as to approach nearer
than one (1) foot to any wire conveying the electricity.
Sec. 5.—The said Electric Co. shall
on or before. , 1895, complete their works and lines,, so as to
supply all the territory within this
city known as the business portion of
said city, and through such territory
outside of the business portion as may
be necessary to meet any contract made
with said city or other party by said
Electric Co., and as much before said
1895, as said Electric Co.
may contract with said city to furnish
and supply said electric lights.
Sec. 6.—The said Electric Co. shall
furnish electric lights tp such party or
parties who make application .for the
same within the territory covered by
the lines established; provided, that
the party or parties making such application shall subscribe to and agree to
keep and abide by such reasonable
rules and regulations as may be established by said company, and shall
agree to pay such rates as are determined and fixed by the said company
for the use of said light; provided,
further, that the light furnished by
said company shall be aqual in power,
brilliancy, steadiness and durability to
any first class electric light furnished
by reputable companies for the same
purpose in any city approximating the
size of the' city of Clare, Midland or
Evart.
Sec. 7.—The said electric company
shall erect and maintain such street
or other lights as the council may from
time to time order and shall furnish
such light or lights within a reasonable time from the date of notice received by them of the action of the
common council relating thereto, provided that the city shall pay the contract rate agreed on with said electric
company for all lights so furnished.
Sec. 8.—The said electric company
may at any time abandon the rights
and privileges herein granted restoring the grounds and streets* occupied
by them to their former condition, so
near as may be, provided that six
months' previous notice shall be given
to the council by said electric company, of their intention to enter on
such abandonment and all city lights
snail be maintained by them till the
expiration of said six months, providing the council so orders, a failure to
give such notice or to maintain the
lights ordered by the council or private individuals, either under the provisions of this section or by virtue 'of
contracts made with said electric company by the city or individuals, shall
render the permission and authority
as specified in section one (1) of this
ordinance null .and void at the option
of the common council.
Sec. 9.—Any person who shall willfully molest, injure or disturb any
pole, mast, towerwire main, tube or
any other material or apparatus owned
and controlled by the said electric
company, shall be'punished by a fine
not exceeding fifty dollars and the
costs of the prosecution or by imprisonment in the common jail of the
county of Clare in the discretion of the
court or magistrate before whom trial
may be*had, for a period not exceed--
ing sixty days, and in case such court
shall only impose a fine and the offender may be sentenced to imnrisionment
in said jail until the said fine and costs
are paid, not exceeding in all sixty
days.
Sec. 10.—Said electric company shall
signify its acceptance of this ordinance
in writing and file the same with the
city "clerk, within twenty days next after the passage of this ordinance in or-
'der to make the same operative.
Sec. 11.—This ordinance shall take
effect on the
-City Clerk.

Mrs. Anna May Korthon, wife of
Joseph Northon, passed into rest at
the home of her father, Lansing Wing
of Vernon township, last* Saturday
evening, Dec. 15,1894, after a heroic
struggle of many weeks against consumption.
Anna Wing, more -.familiarly known
by her friends as "Dot"Wing,was born
March 19,1869 at the present home of
her parents inYernon township. After
a course in the district school and two
years in the Clare high school she
taught school several terms.
On Christmas day,1890,she was married to Joseph ISTorthon, at that time
principal of the high school at Alma,
at which place they'began housekeeping. In 1891 thay moved toEast Jordan,
Charlevoix county, wherePro L TJTorthon
had charge of the public schools for
three years. LasJ; August it became
apparent that Mrs. USTorthon was suffering from consumption. After receiving medical treatment «for some
weekslat Alma, she returned to the
home of her parents, where in spite of
all that could be done for her, she failed
rapidly and passed away as stated
above.
She left with her husband two bright
little girls, one eighteen months and
the other three years old.JHer parents,
six brothers and four sisters also survive her.
At the time of her death she was a
member of the 1st Presbyterain church
of Alma. Her pastor, Rev. W, "F.
Jones,assisted Rev. S. A. Long in conducting funeral services at the Congregational church, Tuesday afternoon.
She was laid to rest at Cherry Grove.

Secretary Alward of the republican
state central committee has completed
his apportionment of delegates to the
Eebruary state convention. The convention, to be held in the Auditorim,
Detroit, will be composed of 831 delegates, which is 108 less than under the
fomer apportionment. Of this decrease of 108 delegates Wayne county
loses 13,.Kent county (including Grand
Rapids) 12, Saginaw 4, and Bay 1.
Montcalm drops from 14 to 11 and Gratiot from 12 to 11. Midland now has
4 instead of 5. Clare sand Isabiila are
uncanged at 3 and 8 respectively.
