Tbere ts goofl reason to believe
thattbere is a military clique in Japan wbich is dominating tue policy of
the Government just aaa their was one
ia Germany. Hence if the policy of
this clique can be brought tu light
and the government broopht to a
higher and better standing, it surely
will be a good thing for Japan and

It most uot be inferred from wbat

wbat the root of tbe Tvbole trouble is,
bet to my mind it is a iong standing

common language of tbe day, one
ef tbe causes is Militarism. Tbere is
a military party in Jaf>an. as 1 bave
before stated ami tbere is one also in
Ohina and these two parties seem to
be in league with each otber, not for
any benefit of China but for tbe advance—lent of personal ambition and
tbe lining of the purses witb silver.

question migbt be raised "Why does
China not rid herself of tbfse military?" Tbe truth ia that the better

Hence if the policy of this clique can be brought tu light and the government broopht to a higher and better standing, it surely will be a good thing for Japan and 'wiil save ber from trouble in the fu- tare. Ar, 1 the is a countrv wet) worth saving, as tiie people are most progressive, hsve great talent for or ganita_«>n, and ir only dominated by unsellsh motive**, they wou'd ba the very, best people in tbe world to help in tbe awakening and development et tbe "Awakening Uisnt, China." It most uot be inferred from wbat I bave written about J*pan tbat she te wholly to blame for the state of af- fsirs in China. It is bard to say jnst wbat the root of tbe Tvbole trouble is, bet to my mind it is a iong standing eoe and we rind the same causes costive In other countries as well. In common language of tbe day, one ef tbe causes is Militarism. Tbere is a military party in Jaf>an. as 1 bave before stated ami tbere is one also in Ohina and these two parties seem to be in league with each otber, not for any benefit of China but for tbe advance—lent of personal ambition and tbe lining of the purses witb silver. In China each of the provinces bad a military ae well as a civil governor seems to have most of tbe power ss be bae the army under bis control aad if things do not go to suit bit_, be will nse bis military power to bring about the desired results. If be needs money to pay his troops, be eel ml j sies-s the tax receips or other regular sources of income fer She province land the civil governor while protesting, bas uo real power So control tbe military governor The question migbt be raised "Why does China not rid herself of tbfse military?" Tbe truth ia that the better part of the intelligent population realises tbe evil and would like to do away witb tbem, and resolutions bare been introduced into Parliament te (bat effect, but tbe military governors are too powerful and a law enacted by Parliament has no effect ea tbem as tbey can make or unmake Parliaments merely by sending a few sreepe towards tbe tbe Capital city ae we saw done a couple of years ago when Chang Heun came to Peking. Tbe civil war wbicb bae been rag- lag between the North and the South for the laat two years is largely due to the Military powers whicb are strongest in tbe nortb and tbe civil er Republican forces which are re;..-: • ly in tbe Sootb. One reason wby tbe civil war has continued eo long We went to press last week too [early to learn of tbe most Interesting time rajoyed by tbe Union and Guild j at tbe heme of Mr. and Mrs. Sam Shrewedly J Loomis in Vernon. Notice Of Board Of Review. Notice is hereby given tbat the Board of Review for tbe city of Clare will convene at the City Hail on Mon. Ma: 19 '19, at 9 o'clock A. A certain colored chap by the name, of Dave Henderson, porter on the; dining car, bas been carrying the fire-water from Toledo and disposing j of it al! along tbe line to tbe lake. Tbe sheiiff got wise. He boarded the Ann Arbor at Clare and going to the dining car lie succeded in purchasing a drink of whisky from Henderson. He then disclosed bis official badge and asked the negro to be decent about it and get ready to leave tbe train at Marion. Wbiie changing bin twaiter's garb be tried to make bia escape, but tbe sheriff knocked a glass door to splinters and handcuffed tbe wiry black man. Not the best kiod of t>upport was given Echlin by train crew. They seemed to resent the arrest of Henderson. The request to bold tbe train ai Marion while tbe sheriff got off with tbe prisoner and the several cases of liquor was ignored and it wi> necessary to remain on until Cadillac was reached. Not, only tbat, but tbe conductor bad been asked to send a telegram to Cadillac to bave police protection, but tbe arrived after tbe train, so tbe sheriff bad the trouble all alone.
