A scare and a surprise came very
close together a few days ago. It

Frank A. Vanderlip, former assistant secretary of tbe treasury, wae
commissioned by tbe federal government to devise some plan whereby
small investors might place tbeir
savings at the service of the government. He bas evolved a plan, now
in operation, tbat promises to be a
great success. Not only will it place
a large sum in the aggregate at the
disposal of tbe government, but tt
wili probably accomplish mucb along;
tbe other line bad in mind, that of
transforming a nation of (spendthrifts
into savers. It is a fact, often commented upon, tbat the national debt
of France has been beld by tbe French
people and in comparatively small'
sums. Out of a total population ot
about forty millions, twelve millions
bold the b-*-ncs of the government,
while herein tbe pa_it witb a population
of one bundred ten millions, mucb
less tban balf a trillion beld tbeir
country's obligations.
Tbe government now offers a war*
savings certificate stamp wbicb
during tbis month and January next
it will Bell for 84.12 This is in effect
the government's cote for 15.00, dne
Jan. 1, 19*2 i. The purchaser in effect
gets 4 per cent on bis investment,
compounded quarterly. After January, the price of tbis certificate will
be one cent more eacb month, tbat
is $4 13 in February, $4 14 in Marcb,
and so on. No individual may hold
more than SI,000 worth of these certificate at a time, Iu case one might,
need the monev invested in these
certificates, be can at any time take*
tbem to any post office which will
redeem them, paying in addition ta
their face one cent a month for the
time they have already run. Th©
name of the purchaser ia written on
eacb certificate so tbat if he loses the
card no one elBe can cash it save by
committing forgery.
Besides this form of certificate, the
government isissuing a"thrift"stamp>
of the value of _5 cents ar.d thrift

a few cents additional it may be ex-
I changed for one of the saving certificates.
It is hoped by means of these smail
ioans to raise the immense sum ot

Again Partially Destroys Double

A sort of hoodoo seems to follow
the doable house of Mrs. Lettie
Graves on East Fifth _t-«et. It was
about one year ago tbat an eariy
mornlag fire pretty thoroughly
gutted tbe bouse before it waa
brougbt under control During tbe
summer tbe bouse was repaired, re-
roofed and again made ready for occupancy.
On Thursday morning ot last week
fire started in tbe rear of tbe east
side, occupied by Mrs. H. B. Tingley
and daughter Haze), and again gutted
this, tbe west side escapipg with a
thorough smoking and probably some
water damage.
Mre. Graves has sufficient insurance to cover her loes. Mra. Tingley
bad some bat not Dearly enough.
Bat little of the farnitare was saved,
a piano among otber things being
destroyed. Howard Jones wbo occupied tbe west side had sufficient insurance perhaps to cover bis though
everytblag is more or lees injured.

A message to Mr. and Mrs. H. C.
Cudney last Sunday conveyed the
news that E. H. DeVogt, for many
years a resident of Clare was dead at
Detroit.
Wbile on bis way down town Saturday morning, he passed away suddenly His body waa taken to tbe
morgue, and having no means of
identification, waa not fonnd by tbe
family until evening.
Mr. DeVogt was a photographer nere
nntii eight years ago, when he moved
to tbe metropolis.

Vanderlip, former assistant secretary of tbe treasury, wae commissioned by tbe federal government to devise some plan whereby small investors might place tbeir savings at the service of the government. He bas evolved a plan, now in operation, tbat promises to be a great success. Not only will it place a large sum in the aggregate at the disposal of tbe government, but tt wili probably accomplish mucb along; tbe other line bad in mind, that of transforming a nation of (spendthrifts into savers. It is a fact, often commented upon, tbat the national debt of France has been beld by tbe French people and in comparatively small' sums. Out of a total population ot about forty millions, twelve millions bold the b-*-ncs of the government, while herein tbe pa_it witb a population of one bundred ten millions, mucb less tban balf a trillion beld tbeir country's obligations. Tbe government now offers a war* savings certificate stamp wbicb during tbis month and January next it will Bell for 84.12 This is in effect the government's cote for 15.00, dne Jan. 1, 19*2 i. The purchaser in effect gets 4 per cent on bis investment, compounded quarterly. After January, the price of tbis certificate will be one cent more eacb month, tbat is $4 13 in February, $4 14 in Marcb, and so on. No individual may hold more than SI,000 worth of these certificate at a time, Iu case one might, need the monev invested in these certificates, be can at any time take* tbem to any post office which will redeem them, paying in addition ta their face one cent a month for the time they have already run. Th© name of the purchaser ia written on eacb certificate so tbat if he loses the card no one elBe can cash it save by committing forgery.
