Civil-Service
Oho of the "vise provision in the civil
service examination .requires the
applicant to hop on one foot, for twelve
feet. Typesetters have to be of a certain height arid^Weight to meet the
exactions and o'iher equally foolish and
absurd requirements. The civil service commission would have prevented
such men as ex-President Grant or
Genl Phil Sheridan from obiaininj; a
place in the government employ and
we doubt not even Grover Cleveland
would fall dow.n ou the hopping test
although his weight might get. him a
place in the governraentprinting office.
The civil service idea is of mugwump
birth and carried to extremes is about,
as absurd as other reforms fathered
by that class of political philosophers.
Outside of the postal service and places
where it takes years of experience to
acceptably fill a position,civil service
is a delusion and fraud.
Frankly we are just-old-fashioned
enough to believe in the good old practical doctrine advocated by our forefathers tfi.it "To the victor belongs
■-he-spoils," with the exceptions noted
above. There are a great "many deserving men in this country who could
not possibly hop on one foot twelve
feet or are short of stature and may
perhaps have a slim waist and short of
the avoirdupois required by this commission, but who would make first class
government officials with intellects as
large in proportion as their ">odies are
small^and who can got there with both
feet if given a chance, if not on only
one, and who are deserving of some
consideration.—Hillsdale Standard.

Gleichen when he was an embassador
in London. At a dinner party it was
his hard luck to have to conduct to table
a lady of a taciturn and unresponsive
nature.

A Bad Tempered Toxin £ Man Gets a, Les

A young fellow witli bulging eyes,
bloodshot and heavy from loss of sleep,
Bvniiig on to the rear end of* a sonth
bound Clark street cable car. It was
early and the eftr "was filled with yoruig
women going to their work. The young
fellow held between his thick, feverish
lips a long, dark brown cigarette, and
he sucked at- It nervously.
The conductor, a- little pink cheeked
Irishman, reminded his passenger that
smoking was not allowed on the Tear
platform.
"Oh, that's all right," said the young
man and continued to smoke.
"No, it's not all right," replied the
conductor, "and you will have to go
forward, stop smoking here or get off."
Tlie young man looked down at the
little conductor a momenr.rshmgged Ms
shoulders and started forward. ' As he
passed through the car he pulled away
at his cigarette, and by the time he
reached the front door the car was full
of smoke and manycf the young women
were coughing. Disregarding their indignant looks, ho turned as he reached
the door, blow a mouthful of smoke into the car, and with a contemptuous
sneer went onjside.
The little Irish conductor had been
watching him. He followed, and going
close to him said:
"If yon ever do such a thing in my
car again, I'll punch your head off."
" Although the • youiig man was almost
twice as big as the conductor, he made
no reply, but tossed his cigarette away,
and his big red ears began to grow
white.
The conductor left him, but jnst then
a young man who hat?, been watching
the proceedings with animated interest
came out and tapping die smoker on
the shoulder said:
"I think yon had better drop off here.''
The young fellow parsed his tongue
oyer his parched lips, gave a startled
glance into tho car and dropped.—Chicago Tribune.
