«, JUVENILE JOKES.
A little girl whose fatlWf te in the
th infantry, U. S. A., when reproved by her mother for heing
naughty and heing told that-God wouid
not love her, quickly replied: "But hs
is not the commanding officer of this
post!"
"Willie," asked the teacher, "how
many days are there in a year?" "Three
hundred and aiity-flve and a-fourth,"
promptly answered Willie. "How can
there he a fourth of a day?" asked
the teacher. "Why," replied Willie,
"thafg the Fourth of July."
A little boy was very anxious to have
his uncle give him a little Jersey calf.
The "uncle said: "Johnnie, when you
want enytlhng very much you should
pray for- it," ."Well," said the little
fellow, "do you helieve, untile, that God
would give me a calf if I should pray
for one?" "Why, of course," said the
good uncle. "WeH, uncle/' said the
hoy, "give me this calf and you pray
for the other calf."
"■Well, my child," said a strict parent
»to his little daughter, on returhng
" from church, "what do you remember
of all the preacher said?" "Nothing,"
was the timid reply. "Nothing?" said
he, gravely. "Now, remember, the next
time yQu go to church you must tell
me something he says or you'll have
to stay indoors and study your catechism." Next Sunday the little girl
came home all excitement, "I remember something, papa," said she. "Well,
what did the « preacher say?" "He
said," she cried, delightfully, " 'Now a
collection will be taken up-!' "
Ethel is small, but extremely sober-
minded, and therefore to be trusted to
run on household errands. The other
day her mother called her from her;
play and said: "Ethel, I-want you to
run over to the grocer's and get me a
quart .„of vinegar." Ethel looked
- thoughtful and hesitated. "I'd rather
get a pint, mamma," she answered.
"'"Why, Ethel, dear?" exclaimed her astonished parent. "I need, a quart,
which you must get." Again the little girl .pa,used. "No," she said, "I'll
get you a pint." "I'm surprised at you!
Why should yoji buy a pint when f
wish a quart?'' "ing'stefj the mother.
"Pec&use," answered Ethel, the tears
beginning to come, "I can say pint and
I can't say krort!"

RUSSIAN SANITARY CONDITION
Two Million Persons Die Every Year
Whom a Little Care Would Save.
By the census quite enough is known
to convey a true and startling idea of
what the Russian empire actually is
and what i\ is' -capable of beconjinij
under norrnalljr sanitary *Ggnd.'ir*qnsJ
says the fjpi-jtempqrary 'Review- *j?^e
natural increase Qf the population is
kept down to a relatively low figure
by an abnormally large death rate,
which is mainly due to avoidable
causes. Infectious diseases and insufficiency of medical help are among the
most obvious. A. few years ago I remember being struck with the extraordinary data furnished by the Russian medical department on this subject. It was there stated, for instance,
that in the Caucasus there was but one
hospital for 309,000 persons and one
bed for 12,000. In no country in the
world are infectious diseases so f recently mortal as in Russia. Children
especially suffer and diphtheria,
measles, scarlatina, smallpox, etc., literally decimate villages and country
towns. It has been stated by the statistician Ekk, with* the help of the official figures, that about 1,900,000 persons, chiefly children,"die every year
who might, with a li'tltle care, be preserved to tlie empire. The difference
which this loss makes to the population in fifty years is enpr.mpus,. M.
Eklc calculated that Russia loses, in
conscgiisnce of insanifai-y condition,
per 1,Q0Q deaths, nine persons, more
than, Germany, twelve more than
France, fifteen more than England,
eighteen more than Sweden and Denmark and nineteen more than Norway.
But the losses of a community like
Russia are not merely commensurate
with the number of deaths from whatever causes. A very important item
in the total is furnished hy the number of cripples and adults whom accident or diseases has unfitted for
work. And in this respect, too, Russia not only heads the melancholy list,
but leaves all other countries far behind. In tbe fifty governments of
European Russia, for example, there
are twenty-one blind persons for every
10,000 of the population—that is to say,
five, times more than jn^Holland, four
times more than in ^.ustria or the
. United States, and. three times more
than in Denmark, S-ponj* or. Switzerland. Doubtless all thjs will he grad*
ually changed fpr. t^e better—is, in
fact, nffs*? being slowly, improved. But
even as things nqw ape, the population
of the empire, at the present rate of
increase, will "n twenty years—which
is a very short period in the history
of .peoples—reach the total at 175,-
