The Village of Saline ordains—
Sec. I.—It shall be unlawful for
an}' person to own, possess or harbor,
or have the care or keeping of any
clog, male or lernale, over the age oi
three months, within the Village of
Saline, without first obtaining a license therefor from the said Village
of Saline.
The fee for which license shall be:
for a male dog and a spayed female
dog, one dollar; for a female dog, two
dollars. No license shall be granted
for a period exceeding one year; and
all licenses shall expire on the fifth
day of August succeeding their issue.
Sec. II.—It shall be the duty of
every person owning or having the
possession or care of any dog, male or
female, to cause such dog to be registered in the office of the Village Clerk,
in a register kept by the clerk for that
purpose, and to pay the license fee
provided in section one of this ordinance into the village treasury and
aiso to obtain the village clerk's receipt for said license so paid and the
metallic check or plate hereinafter described, under the penalties herein
provided.
Sec. III.—It shall be the duty of
the Clerk of said Village to provide
such number of metallic checks or
plates as may be necessar3% of such
size and shape as he may deerri expedient (the shape" of such check or
such check or plate to be changed
each year) having stamped thereon
numbers indicating the year for
which the taxes is paid, the number
of the license and the letters S. "D. T.
ancl to deliver one of these metallic
checks or plates to each person so
paying for a license upon any such
dog.
Sec. IV.-It shall be the duty of
such owner, possessor, keeper or har-
borer of any such registered dog to
place or cause to be placed around the
neck of any such dog a substantial
collar, and on such collar securely to
attach or cause to be attached the metallic check or plate so furnished by
the Clerk of said Village and if any
person shall place or cause to be
placed upon the collar or around the
neck of any such dog any counterfeit
of the metallic check or plate without
the license for the keeping of such
dog having first been paid he or she
will be liable to the penalties herein
provided.
Sec. V.—It shall be the duty of the
Marshall of said Village to take up
and impound any dog, male or female, found running at large contrary to the provisions of this ordinance in the Village of Saline not
having a collar around its neck with
the metallic check or plate aforesaid
attached thereto and if said dog shall
not be redeemed as hereinafter provided within twenty-four hours after
such dog shall have been impounded
it shall be the duty of the marshall to
slay or cause to be slain the same; or
if the animal is worthy and valuable
the same shall be sold by the marshall at the pound by public auction
to the highest bidder at the hour of
noon next succeeding the said twenty-
four hours all money over and above
the marshall's fees arising from such
sales shall be paid to the village
treasurer by the said marshall within
ten days from said sales. But it is
hereby provided that any such dog so
impounded may be redeemed or taken
from'said pound, upon exhibition to
said! marshall a receipt of the village
clerk showing that the license in ordinance imposed has been paid for
such dog and upon the payment to
said marshall of a pound fee of twenty-five cents and the further sum of
twenty-five cents per day for each day
such dog shall have been impounded.
Sec. VI.—It shall be lawful for any
person to seize, take up and deliver to
the marshall any dog^male or female,
found running at large in said village
in violation of any of the provisions of-
this ordinance.
Sec. VII.—The pound master of
said village is hereby authorized to
collect the fees provided for in Section
V of this ordinance for all dogs impounded and he shall retain such
j fees as compensation for his services
as pound keeper under this ordinance. Provided, that when any dog
which shall have been delivered to
said marshall by some person shall
have been redeemed in accordance
with the provisions of Section V of
this ordinance one-half of such redemption fee shall by said marshall
be paid to the person who delivered
said dog to the marshall as provided
in Section VI.
dSec. VIII.—It shall not be lawful
for any owner, possessor, keeper or
harborer or person having in charge
or care a fierce or dangerous clog, to
permit or allow the same to go at large
at any time in said village to the danger or annoyance of any of its inhabitants. Whenever any person shall
have been convicted of violating the
provisions of this section of this ordinance and shall permit or allow such
dog to run at large after such conviction it shall be the duty of the marshall of said village to kill such dog.
Sec. IX.—It shall be unlawful for
the owner, possessor or harborer of
any licensed female dog to knowingly
to permit her to run at large while in
heat and it shall be the duty of the
marshall of said village to take up
and impound any such dog found
running at large in said village at
such time.
It shall be the duty of the marshall
to serve upon'the owner or keeper of
such dog a notice in^writing of the
impounding of such dog at once and
any such clog so impounded may be
redeemed or taken from such pound
by the owner or keeper of such dog
within twenty-four hours after service
upon such owner or keeper of said
written notice upon the payment to
the marshall of the fees as provided in
Section V.
In case' the owner or keeper of such
dog so impounded shall not have redeemed said dog as herein provided
it shall be the duty of the marshall to
slay or dispose of said dog as pro-
videdin Section V.
Sec. X.—It shall be unlawful for
any person to own, keep or harbor
any dog which by loud and frequent
barking, howling or yelping shall
cause serious annoyance or disturbance to any of the citizens of said village'. ,
Sec. XI.—Whenever any danger
shall be justly feared as likely to result from hydrophobia the president
of the council shall publish his proclamation requiring all persons owning or having charge or keeping of
any dog or dogs to confine them on
their premises for a prescribed time
and any person who shall omit to secure any dog owned or harbored or
kept by him or shall allow such dog
to escape or go from his premises
shall be liable on conviction before
the proper tribunal to the punishment
provided in Section XIII of this ordinance. During the time prescribed
by the president's proclamation any
dog found running at large upon the
public streets of said village shall be
forthwith slain.
Sec. XII.—Whenever any person
shall have been convicted of owning,
possessing, Keeping or harboring any
dog that has bitten any person within
said village while peacefully walking
or riding without the enclosure of
such owner, keeper or harborer ■ the
Justice of the Peace before whom such
person shall have been convicted shall
issue an order in writing directing
such owner, keeper or harborer of said
dog to kill the same within six hours
after service on him of such order.
The owner, possessor or keeper of any
such dog who shall refuse or neglect
to kill it within six hours after hav=
ing received such order shall on con-.
viction before the proper tribunal be
; liable to the punishment provided in
Section XTIIof said ordinance and it
shall> be the duty of the niarsha.ll to

wherever he shall be found at large in.

Sec. XIII.—Any person violating
any of the provisions of this ordinance shajl upon conviction thereof
be punished by a fine not exceeding-
fifty dollars and costs of prosecution,
and in the imposition of any such
fine and costs the court may impose a
further sentence that the offender be
and remain imprisoned in the common jail of Washtenaw County until
such fine and costs have been paid.
Provided, that such imprisonment
shall not exceed thirty days.
Sec. XTV.—This ordinance shall
take effect and be in force on and
after the fifth day of August, A. D.
