Citizens of Clare Robbed by Economy-Crying Alderman.
We were recently informed by city
clerk Buell that the council had instructed him to receive sealed bids
from the two city papers for the city
printing, and, contrary to the usual
proceedure in such cases, did not RETAIN THE PRIVILEGE OF "REJECTING
.ant and all bids. It might be
added here that since the adoption of
the blanket charter, the preceedings
ot the board of health and board of
public works has more than doubled
the proceedings to be published, and
that for tbe past four years the proceedings have been printed for $25.
Tbe Sentinel put in a bid to publish
the proceedings for $50, aiad do the
other city printing at tbe same bate
it was done last year. Ours was the
only bid filled. Aldsrman Lee, the
jraan who, having been on the board
for the past six or eight years now
feels that tbe city cannot proceed a
minute without the aid of his narrow
ideas of economy, voiced his sentiment that the bid put in by us looked
hoggish,—we show up the hog in just
a minute, — and seconded a motion made by Aid. Hirt to lay the bid
on the table. . The reason brother
OanfleJd did notputin a bid was because he thought inasmuch as he did
the work last year for half what it
was worth that this year he should
receive what it is worth for this years'
printing and get enough besides to
makeup for last year. Remember
Ibis wise old head went to Canfleld
and told him what we had bid^so fair
is this sealed bid idea even in the
jbands of law-makers—and at the adjourned regular held Friday night
Offered the following resolution:
Moved by Alderma'h G. W. Lee and
Seconded by Alderman Hirt that the
■publication of the proceedings of this
body and that of the board of public
works for ensuing year be awarded to
the Olare Courier for the sum of $50.00,
per annum, and that in consideration
of the acceptance of such award at the
price named, such other, publications
and printing ordered by this body during the ensuing year, shall be performed by said Clare Courier at the
regular or legal rate.
How the rate ordinances were published last year was fifty cents a folio.
•The legal rate is seventy cents a folio.
YoU see this old economist bull-dozed
ifae thing thing through,—by the
help of the Mayor, we are sorry to say,'
wbo for the first time in his short
career as chief executive of the city
has caused the people to distrust him,
the vote standing Lee and Hirt for,
and Fox and Ward against, and as
Aldermen Doherty and Cal kings were
absent the Mayor, hesitating between
sworn duty and the coercion of his
political dictators, himself a man, but
acting unmanly,—the clerk having
cold him before he voted that ours
was the lowest bid, so he could not
have unintelligently voted, cast the
tie vote—and as Canfleld gets twenty
cents a folio more than we oid, the
city will doubtless be out as much as
$50 this year, as a large number of
ordinances will doubtless be passed.
It was this same old old economist
(?) who was one of the street committee and who took it upon himself to
let a job of straightening out the road
down by the corner of Ed. Whitney's
farm, let it to his own son, too, for
$40, when we are informed twe men
stood ready to do the work for $25.
Who knows but this hoary-haired
economist got a saw-buck . on the
side for letting the job thus. And,
too, if he were as wise as he imagines
he is, he would have known that a
road that has been established twenty
five years, could not be changed except
by permission of all property owners
effected. You see, yoter of the first
ward, how economical your representative is, and will doubtless uext year
elect a level-headed economical, progressive successor to this Honorable
George W. Lee. Bow reader, judge
for yourself who the hog is.
The editor of this paper has? always
advocated abiding by the law, even to
the letter, but we fail to see how
some laws made by such as is the particular law maker in question, can
command the respect of the people as
a whole.
Mr. Canfleld, who knows that the
above are plain facts, will dauntless
defend the old man next week or this
week if he can get the Sentinel before he goes to press. But that's ri ght,
Bay, give it to him, you got.the job.

CIGARETTES IMPAIR MIND.
Amazing Result of an Investigation Among 1,200, of Whom
400 Were Victims of
the Habit.
Cigarette smoking boys in the public schools of Kokomo are an average
of two years behind the non-smokers
of their own age.
The startling conclusion and others
almost as important are the result of
a year's investigation by Prof. R. A.
Ogg, superintendent of public schools
and a member of tbe Board of Trustees of the Indiana State University.
The investigation was carried on
quietly but thoroughly by each
teacher, and the cumulative evidence
adduced is a testimony to the harm-
fulness of the habit that will interest
educators and physicians and mav
lead to a combined effort to stamp out
the pernicious habit.
Superintendent Ogg reports on .the
matter as follows:
"The investigation has involved
nearly twelve hundred boys from the
first grade through the high school.
More than one-third of these admit
that they do smoke or have smoked
at some time. All these have been
included in the list of smokers, and
only those Who say they never smoked
are counted in the list of non-users.
Surprising uniformity is found Ih the
effort of all buildings and in all grades.
Those who belong to the class of
smokers average one year older than
those of their grade who have never
used tobacco. The inveterate smokers are two years behind the non-
users. This is true through all grades.
"It might be expected that the divergence would increase in the higher
grades, That such is not the case is
doubtless due to the fact that those
who smoke fail and drop out of scbool
at an earlier age and in larger numbers
than those who do not smoke. If, instead of including all who have smokedi
at all in the list of smokers, we take
only these who smoke habitually, the
difference in age in favor of those who
do not smoke is nearly two years.
Here is a terrible loss which may
clearly be charge up to the cigarette
habit. <
"But there are other losses besides
those of progress ia their studies.
The teachers' reports show that the
conduct of the smokers Is far below

the average. Some of the reports say
of smokers: "Self-control poor, inattentive, not trustworthy; bad memory,
careless, excitable, nervous, bad conduct; lazy, sleepy, slow to move; very
dull, blank look; heavy eyes sick frequently: never did any good work in
scnool; no energy; naturally bright but
no power of concentration; vacant
stare, gloomy, listless." One bov
failed regularly while smoking. He
quit the habit and now passes successively. Physical deterioration is very
noticeable, including shrinkage of
chest measurement."
A crusade against the cigarette immediately followed this alarmina* report, and as a result the four hundred
cigarette smokers have given up the
weed. Now the effect is -just as
noticeable the other way.—New York
