Recommeoo approval of revision in department requirements for admission
to candidacy for master's degrees as follows:
History - 20 semester hours or more of credit in History
Instead of 15 with a 2. 7 point average (4 . 00 scale) in
History. (Exceptions may be made to the point average
if the last nine hours of History submitted for admission
are 3. 00 or above . )
Home Economics - 20 semester hours in Home Economics
instead of 15.
Mathematics - 20 semester hours of Mathematics instead
of 15.
Sociology - 20 semester hoors of Sociology with a grade
point average of 2.6 (4 .00 scale) instead of 15 hours .

Recommend approval of the following requirement for the master's
degree as a substitute for item 7 on page 12 of the current Graduate
School Bulletin:
"While the completion of a thesis or field study is
optional {or the r,'Iaster's degree, eacb student who
completes bis first gradlate enrollment towards
the Master 's degree at Central Michigan University
after July 1, 1967, nust submit evidence beyond
the completion of course work of his scholarship
and/or creative or artistic ability. Two plans,
differing to some degree in the various departments,
are in general use. Subject to the approval of his
major adviser , the student may elect either plan.
Plan .A,.consists of caHse wolk, a thesis, an:l an
oral examination over the thesis and, at the discretion
of the department, over the student's field
of spccialization . Plan 1!. consists of course work,
additional Significant evidence of s cholarship and/or
creative or artistic ab11lty and , at the discretion of
the department, a comprehe ns ive written examination
over the field of spec ial lzstlon. It shall be the
responsibUity of the Depa rtment Chairman to notify
the Graduate Office of the s·tudent's fulfillment of
these requirements."

Recommen:l that Dr . Earl R. Nitschke. Assistant Professor, Department
of Art , be permitted to postpone his Sabbatical from the Spring
Semester of 1967, at full pay, to the academic year of 1967-68, at
balf pay, or the Fall Semester of 1967, at full pay.
Recommen:l approval of plan of Freshmen Orientation and registration,
effective beginning summer of 1967, with a charge of $12 .00 per person.

Recommend acceptance of the initial gift of $500 made to the Irene F.
J orae Student Loan Fund , and that tbe following description be adopted
and printed in tbe University Catalog:
"The Irene F. Jorae Student Loan Fund was established
tn November, 1966, shortly after Miss Joree' s death.
It was initiated by Dr. Rodney J . Rogers, a fo r mer
student, as a memorial to this dedicated leacher, fr iend
and co.mselor to thousands of students during her thirtysix
years of service at Central r.Iichigan Untversity .
Many other students, faculty and friends have expanded
the fund through contrlrutions in her honor. "
Recommen:l that the University make a formal commitment to the City
of Mt. Pleasant to contribute a maximum of $50,000 for the acquisition
by the City of an aerial type piece of fire apparatus, with the un:lerstanding
that the decision as to the type to be acqu ired will be made
jointly by University and City officials.
Grant in the amount of $34 ,000 from the National Science
Foundation for support of a "&.immer Institute in Irxlustrlal
Education for Secondary School Teachers. "

ly approved by the Legislature and the Request fo r Approval
to construct Self-Liquidating Projects .
It was moved, seconded and carried that the foUoWing recommendations
be approved:
A. That the Legislature be advised as follows:
1. We do not intem to use the following approvals gr anted
in 1964-65:
a. 1964 - Two r esidence halls and food center,
300- 350 capacity - $4,015,000.
b. 1965 - Two residence halls, 300- 350 capacity$
3,080,000.
2. Bids wlll be taken on 96 apartment units approved, in
1964 (48) and 1965 (48), early this spring , with c onstruction
schewled to be completed September I, 1967.

3 . The site acquisition program, awroved in 1966, Is
progressIng on schemle. Additional funds will he
used for sa me during the next fiscal year.
4. Preliminary planning has been done on the proposed
University Center Ackiitlon approved in 1966. FUrther
work will be carried on during the ensuing year.
5. P lans and specifications for most of tbe residence ball
facilities, approved in 1966, are now being prepared.
It is intended that bids will be taken earl y in the spring
and construction will go forward during 1967-68 with
completion scheduled for the summer of 1968.
B. That the Legislature be requested to grant tbe foll owing
approvals at this time:
1. Residence Halls - Complete housing and food service
facilities for awroximately 1,500 students$
10,500 , 000 - with land acquisition at no cost to the
State.
2 . Married Stude nt Apartments - Approximately 150

President Foust stated that a t entative definition of "faculty" had been
worked out. He would like to have another month to get reactions to
the proposal and then bring back a statement to the Board.
It was the consensua that Mr. Cress develop the financing plan for the
Married Student Apartments and Residence Halls after the bids are in,
present the flna nc lng plan to the Board's Finance Committee on March
9 and then to the Board on March 14 .
President Foust reported on the Meeting of tbe Michigan Council of
State College P residents with the Governo r of M1chigan on February 3,
1967, to discuss the 1967-68 higher education budget and fis cal reform
proposals. The Governor stated that he was not going to approve any
appropriation bills of any kind unUl he had tax reform and that if tax
reform doesn't take place he was prepared to cut the budget to a lower
figure . If the general opinion of the Board Is that we should increase
tuition due t o a lower budget figure, I will consult furthe r with the
Presidents and indicate our concern and willingness to move along In
this direction. U the Presidents decide an increase in tuition would
he app ropriate, I w11l then consult further with the Board. It was the
consensus of the Board that President Foust should move as indicated
above .
The consensus was that Mr . Jack Smith be the University Representative
to negotiate with Local 1568 of the A merican Federation of State, County
and Municipal Employee's Union (AFL-CIO), that he have legal counsel ,
that he take someone with bim to the table, and that arrangements be
made for him to confer with some top labor negotiators.
Dr. Cofer r ead a letter from Charles L. Anspach, Chairman olthe Board
of Directors , Isabella County Stale Bank, congratulating Central Michigan
University on the 75th Anniversary. The Secretary of the Board was
directed to admowledge the letter with thanks .
It was moved, seconded and carried that Central Michigan Univer sity
join Western Michigan University and Eastern Michigan University in
supporting legislation on a Retirement Program different than the presert
one.
Dr. Moor e gave a brief report on the academic planning as of this time.
President Foust presented the formal recommendations cal ling attention
to items which were other than routine .
It was moved, seconded and carried that the recommendation (Item *45)
relative to Security Officers carrying sidearms be amended to read as
follows:

"Central Michigan University Security Officers be authorized
to carry s idearms which will be purchased and furnished
(together with supply of ammunitio n) by the University under
the following condition:
No Officer wUl be aHowed to carr y s idearDlB until
he has co mpleted a training pr ogram given by the
Michigan State Police and receives an approval from
t be Michigan State Police that said program has been
s atisfactorily completed. For his own protection as
we ll as the protection of the pubHc , it is expected
that every Univ ers ity Security Officer be thoroughly
informed on when he has the right to use a firearm,
and when he does not have t he right . "
It was moved, seconded and carried that the recommendations relative
to the new prograDlB for the (1) Specialist in Arts Degree in Psychological
Services and (2) Specialist In Arts Degree in Speech Pathology and
(3) in the future nIl speoiallst degrees in academic fields be classified
as SpeCialist in Arts or Specialist In Science (Items *38 and *39 in the
fer mal recommendations) be deferred pending further informaticn.
It was moved, seconded and carried that the formal recommendations
presented by President Foust be approved with tbe exception of Items
138 and *39, and with modification of Item 145:
