Meeting of February 24, 1964
The first meeting of tbe newly appointed governing board of Central Mlcbigan
University was he1d in Ml. Pleasant, Michigan, on February 24 , 1964 , beginning
at 10:00 A. M.
Members present: WUlts Campbell, Lawrence D. Rahtlly, Mrs. Katharine C.
Hafstad , Walter W. Wightman, Mrs. Jean Backus, Uoyd M. Cofer, Jobn W.
Slvter, E. Allan Morrow , President Judson W. Frust. (Also, Dr. N. C.
Bovee and Mrs. Doris L. Crippo. See actions below.)
Mr. Campbell moved am Mr. Wightman seconded a motion to appoint Mr. E.
Allan Morrow as President of the Board. Passed unanimously. A later motion
was made by Mr. RabtBy and seconded by Mr. Cofer that Mr. Morrow be
called the Chairm.:J.n of the Board of Trustees. Passed unanimously.
Mr. Cofcr moved Ilnd Mr. Stvier seconded a motion to appoint Mrs . Doris L.
Crippo 8S Secretary of the Board. Passed unanimously. (Mrs . Crippo Is
Administrative Assistant to President Foust.)
Mr. Morrow moved and Mr. Rahilly seconded a motion to appoint Dr. N. C.
Bovee as Treasurer of the Boar d. Passed unanimously. (Dr. Bovee is Vice
President of Business and Finance of Central Michigan UniverSity.)
Mr. Campbell moved and Mr. Rahmy seconded a motton that Dr. Judson W.
Foust be appointed presiding oHicer at the meetings of the Board . Passed
unanimously.
Mrs. Hafstad moved and Mr. Campbell seconded a motion that the President
of the Institution be authorized to operate within the lramework of the rules and
regulations set down by the former State Board of Education until such time
as the present Board shall rormulate new regulations or modHy the present
ones. Passed unanimously.
Mr. Morrow moved and Mr. Wightman secoooed the motion tbat the name of
the board be" Board of Trustees." Passed unanimously.
Mr. Campbell moved am Mr. Sivier scconded a motion tbat the formal nam e
for the Board of Trustees be "Central Micbigan Uruversity Board of Trustees."
Passed unanimously.
Mr. Campbell moved and Mr. Wightman seconded a motion tbat al l communications
from the Univer sity staff to the Board of Trustees must be [tied
with the President at least ten days In advance of the next regular mMting.
Such communications shall be submitted in the required number of copies on
blanks provided for the purpose and shall be transm1ned to the Board througb
the Office of the President of tbe University. Also, that the President of the

MICHIGAN RESIDENCE DEFINED
Residence In Michigan for the purpose of registration in STATE lNSTIroTIONS
OF HIGHER EDUCATION shall be determined according to the definitions and
regulations contained in House Concurrent Resolution No. 78, of the 72nd
LegtsiatW'e of the Regular Session of 1963 ,
A. The residence of minors follows that of his parents or legal guardians
except that a minor student who comes to the instit ution from another
state or country cannot bc registered as a resident on the basis of
having a resident of this state as guardian , except on permiss ion of
the board of the institution in each individual case.
1. Six months after the paren ts of a minor leave the state the
minor becomes a non- resident student,
B. A persOll over 21 years of age shall be deemed a resident of Michigan
for the purpose of registration in the university. i! he has resided in
this state six (6) months next preceding the date of his enrollment
without bcing registered at a state -supported college or univerSity
during that period,
C. The re sidence of a wife follows that of her busband except that. a woman
may continue to register as a resident of this state although subsequently
marrying a non-resident.
D, A person in the service of the United States am his wife or minor
children who have met the six months residence requIrement, shall be
considered as M.ichlgnn residents .
E. A full-time member of the te:lcbtng staff ard/or a member of the staff
whose appointment requires at least three (3) contact hours of teaching
each week in regularly assigned classes and their dependents may
register as Michigan residents.
F, An allen lawful ly admitted for permanent residence in the United States
and who has obtained a permanent visa, and bis wife or minor cbildren
who have met the other requirements for residence , may register as
ADchigan residents,
G. No person is deemed to have gained or lost a residence while a student
at any institution in this state (public or private) except by changes in
status effected under paragraphs A - Al - C - D .

Discretion to adjust ioolvldual cases within the spirit of these regulations
is vested with the Vice-President of 9.tsiness and Finance. It
shall be the duty of every student at registration, If there are any
questions as to his right to legal residence tn Michigan urder the rules
stated above, to raise the questions with the Vice-President of Business
and Finance and have such questions settled prior to registration.
Recommend approval of additions to the Spring Semester, 1964 schedule.
Division of Field Services.
Recommend approval of additions to the 1964 Summer Schedule, Division oC
Field Services.

or tbe Board is rree to bring up nny item ro r discuss ion even though it does
not appear on the regular agenda. Passed unanimously.
Mr. Morrow moved and Mr. Cofer s econded a motion that bylaws be compiJed
and s ubmitted for consideration. Passed unanimous ly.
Mr. Rahilly moved and M.r. Cofer seconded a motion that the Chairman of the
Board of Trustees and the President of the University be authorized to s ign
tbe diplomas. Passed unanimously.
It was tbe consensus of opinion that. In general, the Board would work Without
committees , th.1s using the Board as a whole in studying, discussing and
acting on Items of business.
Il was decided that no set number of meetings be estabHshed for the year
whOe we are getting organIzed. It was suggested that perhaps after we are
better organi zed and more familiar with the work that bi-monthly meetings
for the year might suffice. This Is to be given thought and decide:! laler
after we have had more experience. The following dates were e stablished
for meetings: April 24 , 1:00 P. M . • Mt. Pleasant; May 27 , 1 :00 P. M. , Mt.
Pleasant; August 27, 28, 29, 30, Beaver Island.

Recommend, effective as of July 1, 1964 , that:
1. All properties other than self-liquidating properties continue to be
insurEd in the State Insurance f\md for another fiscal year.
2. All self-liquidating properties be insured in private companies.
3. Throughout the year the total Insurance program be reviewed by the
Board of Control with consideration given to:
3 . Placement of self-liquidating ingurance (specific carrier) .
b . ApPOintment of a single insurance agency to handle a1l university
insurance problems.
c . Whether or not some non sell-liquidating properties such as
Beaver Island Center, temporary type classroom buildings,
and private residences occupying future building sites should
be covered by private insurance rather than In the Stale Fire
Fund s ince, In the event of loss, thero might be some question
as to whether or not the Legislature would see fit to provide
funds to replace such facUities.
Recommend tbat Central Michigan University comply with the terms of Act 245
of The Public Acts of 1935 as amended but establisb conditions that each
student must be able to qualify on the basis of need In the same manner as
required of other students receiving University aid, effective beginning with
the fall semester, 1964 .
Recommend approval of a request to be made immediately to the 1964 Legisl ature
for approval for construction of the foll owing units:
Residence halls and food service center - first aDd second residence
units aM food service center, fifth quadrangle group - 300 to 350

It is further rocommended that this request be forwarded to the Chairman of
the House Ways am Means and Senate Fin..1.nce Committees of the Legislature
with sufficient copies to each for distribution to each member of the committee,
one copy to the House and Senate representatives from this area, one
copy ro the Ann Arbor Trust Company Trustee and One copy to the University'S
central sclI- liquidating orrice in Lans ing.
Recommend approval of the following changes in Dormitory Room, Board
and Fee schedule to be effective begi.nning Fall Semester, 1964:
1. Charge for both room aJXI board for entire year rather than room
for 36 weeks and board for 34 weeks.
2. F\lrnish food to Freshmen during orientation week at no additional
charge.
3. Eliminate electric fee.
4. Eliminate social fee as an extra charge but allot each residence ball
a socW fee at the existing rate of $2 . 00 per resident.
5. Raise weekly room and board rate 50¢ a week (from $20.50 to $21.00)
(Room $7. 50 per week - 36 weeks, Board $13.50 per week - 36 weeks)
Total charge of $378 per semester - $756 per year.
Net increase per year to sbJdents - $42.
