Recommend approval that the follOWing statement be adopted as a policy
statement in regard to the personal financial affairs of Service Staff:
"Personal financial affairs are the primary concElf'n of each
imtvtdual employee am should be managed in a marmer which
prevents involving the University in legal proceedings and unnecessary
expense through garnishments. tax levies and other
coll ection devices.
Repeated garnishments or other extended difficulties over indebtedness
which interfere with an employee's ability to satisfactorily
perform his duties or in any way hinders the normal operation
of the University, will cause an administrative review of the
situation to determine the deslrab iUty of continued employment .
Two or more garnishments or tax levies are considered cause
for termination of employment."
Recommend that the following statement be included in appOintment letters
for staff:
"Any debt owed the University which is not taken care of when due
may, after notification, be deducted from an ensuing salary check."

It was moved, seconded and carried that the October 21 , 1964 Minutes be
approved.
It was moved, seconded and carried that the dates of August 19, 20, 21 aOO
22, 1965 be set as the dates for the meeting of the Board to be held on Beaver
Island.
It was moved, seconded and carried that the report by Dr. N. C. Bovee on
the financing plans for Units 3 aOO 4 and the Married Student Apartment
Unit 12 of the SE Quadrangle, and that the following bids on the bonds be
approved:
a. $430,000 - First of Michigan Corporation in Association with
Kenower , MacArthur & Company
b . $2,770, 000 - Housing and Home Finance Agency
It was moved, seconded and carried that approval be given for the hiring of
Ernst and Ernst as University Auditors under plan proposed.
It was moved , seconded aOO carried that since the number of persons on the
list of unpakl staff accounts has been substantially reduced and further information
is needed on soma of the cases, each individual should be contacted again
and informed that if there 1s failure on the part of these individuals to meet
the requirements of the rules and regulations this information will be made a
part of their personnel records .
It was moved, seconded and carried that the sum of $500. 00 be accepted for
the George Wheeler Loan Fund and that the follOWing write -up as approved
by Mr. George Wheeler , be approved for catalog copy:
"The Geor ge R. Wheeler Student Loan Fund was established In 1964
by faculty and friends in recognition of Professor Wheeler's leadership
and senrice to the University, to the community and to the State
of Michigan in the area of education, agriculture and consenration."
