It was moved, seconded and carried that the Minutes of the February 17,
1965 meeting be approved as presented.
It was moved, seoonded and carried that the following financing plans for
the self- liquidating projects listed below be approved:
A. Two Residence Halls and One Apartment Building (Completion of Project)
1. Two Residence Halls (G and H - Southeast
Quadrangle), and One (16 unit) Apartment
Building (Washington Court)

5. Ten-month faculty a n:! staff members who do not earn paid vacation
time will be granted a leave without pay under the conditions
of this policy while on a temporary tour of mUitary duty,
J ury Duty Leave of Absence - Regular full-time and regular pa rt-time
employees will suffer no loss in compensation when called to perform
jury duty service, The University will pay the difference between
jury compensation and the employee 's regular Univer sity salary, If
an employee is tempo raril y excused from jury duty service, he is
expected to return to work.
Recommend appr oval of granting 15 Graduate Fellowships In the amount of
$600 each, effective beginning September 1, 1965.
Recommend the acceptance of the Edgar L, Grim Scholarship Fund in
the amount of $1,046.00 and approval of the following statement to be
printed as a living memorial In the University's catalog:
"The Edgar L . Grim Scholarship Fund was established in 1965,
by family, friends and associates in honor of a loyal alumnus
and recognized hUmanitarian. Dr. Grim distinguished himself
in Michigan education as a Superintendent of Schools aM as
Deputy Superintendent of Public Instruction. The earnings from
the schola l'ship fund are to be mnde available yearly to either
j unior or senior students purs uing a teaching curriculum."
Recommend acceptance of grant of $5 ,240 from the National Science
Foundation for support of an "In-Service Ins ti tute in Mathematics for
Elementary School Personnel for 1965- 66. "
Recommend acceptance of preliminary gr ant in an amount of $3000 from
the Department of Heal th , Education and Welfare, to conduct a National
Defense English Institute during the summer of 1965 .
Recommend acceptance of preliminary grant in an amount of $3000 from
the Department o f Heal th , Education and Welfare to conduct a National
Defense Read ing Institute during the summer of 1965.
Recommend acceptance of a check in the amount of $100 made payable to
Dr, Charles L, Anspach from the Adrian Area Chamber of Commerce,
Recommend acceptance of gift of equipment and supplies from The Dow
Chemical Company to our Department of Chemistry - Estimated value -
$955.50,
Recommend acceptance of gift of $25. 00 from Dr, and Mrs. Frank W.
Dalton for the Deve lopment Fund.

It was moved, seconded and carried that a Specia l Executive Committee
of the Board be appointed to review and take action on the bids on Saxe
and Herrig Halls so that the pr ojec t can be started before the Ju ne Meeting,
the meeting date set for Friday, May 14, 1965, at 12 :30 P. M . in
Mt. P leasant . Mr. Morrow appointed the fo llowing persons to serve on
this Executive Committee -- Mr. Rahilly , Mr . Sivier, Mr. Morrow.
It was moved , seconded and oarried to refer the Department Head Proposals
back to the University Senate with the understanding that, in general,
the proposals are acceptable with the cla rification for implementation Gf the
second paragraph of the Preamble and item 2.
President Foust called attention to a communication from Dr. WUliam
Bulger, Chairman of the Arts and Sciences Faculty, wh ich had been
re ferred to the Board for co nsideration.

Recommend that the follOWing poliCies covering military and jury duty
leaves be adopted:
Military Leave of Absence - Regular full- time and regular part-time
employees who enter active military service in the armed forces of
the United States or the Michigan National Guard under the provisions
of a se lective service system, by call to active duty, or by voluntary
entrance in lieu thereof shan be entitled to a military leave of absence
without pay for the period of time required to fill their military service
obligations. The leave and right to return to regular University
employment shall automatically terminate if the employee voluntarily
remains in military service beyond his Initial obligation or fails to
r eport for work at the University within one month after his release
from military service.
Temporary Tour of Mllitary Duty - Any regular full-time or regular
part-lime employee sball, upon his request, be granted military
leave of absence to engage in a temporary tour of duty with the
National Guard or any recognized brancb of tbe military service not
to exceed fifteen consecutive calendar days in any calendar year with
the following provisions:
1. Arrangements for such leave are to be made with the employee's
immediate supervisor, well in advance of the actual tour of duty,
2. The employee is to go on leave, whenever possible, at the convenience
of the Univ ersity .
3. Military leave of thi,s type Is to be taken in Heu of annual vacation
time. Employees with accumul ated vacation time will have
their account charged for such leave and will receive their
regular University salary during the tou r.
4. In the event that an employee, entitled to paid vacation time, has
not accumulated sufficient vacation days to cover his tour of
du ty. he may choose to go off the payroll or have his vacation
account carried forward with a deficit balance until the
necessary vacation days have been earned to balance the
account.
