The Minutes of the meetings of December 13, 1965, and January 4, 1966,
were approved as printed .
It was the concensus of op inion that from time to time different areas of
the University be reported on to the Board. A look ahead at the academic
program was suggested for the :March Meeting.
The Chairman called for reports from Standing Committees:
Finance Committee -- no report.
Academic Affairs Committee -- no report at" this time. Plan to meet
previrus to the next meeting of the Board in March.
The Chairman changed the membership of the Standing Committees as
follows:
Appointed E. Allan Morrow to serve on the Finance Committee.
Appointed 1\lrs. Jean Backus to the Academic Affairs Committee
and removed her from the Finance Committee.
The Chairman asked for reports from the ad hoc committees:
1. Revision of Bylaws
Mr. Umphrey, Chairman, asked that the rep.wt be passed
until the next meeting.
2. Policy on Appointments
Dr . Cofer, Chairman, gave a progress report . The committee
report will be submitted at a future mooting of the Board.
It was moved, seconded and carried, that the Interim Bylaws continue in
force until the Revision of Bylaws Committee reports.
It was moved, seconded and carried. that the prOJX>sed statute for Central
Michigan University Ordinance Power be approved and presented to the
Legislature for action.

Recommend approval of the new graduate program leading to aM. S.
degree in Chemistry to be taught in cooperation with approved teachers
from The Dow Chemical Company, involving the establishment of a
residence center in .... ndland for graduate study 1n Chemistry, as submitted.

Recommend that the University' s travel regulations be amended as
follows:
Add to the meal allowance schedule, "Evening snack (allowed
after 11:00 P ~ ?vI.) $1.15."
Recommend that the Sick Leave and Termination Pay Policy and the
Vacation Policy be amended effective January 1, 1966, as follows:
I. Sick Leave
1. Under item 2 , Sick Leave Credit, change "c" to lief' nnd "d"
to "e" and add a new "c" to read:
"c. Clerical Employees Appointed on Grants
All clerical employees appointed on. grants for half-time
or more and for periods of six months or longer shall be
eligible for sick leave in accordance with the University
policies governing sick leave for such employees, except
that sick leave time accumulated on employment under a
grant will not be transferable.

Sick leave costs shall be carried by grant funds. "
2. Under item 3, Use of Sick Leave Credit add a new paragraph "1"
to read as foll ows:
"Staff paid under the faculty and/or administrative salary
schedule may be granted approved absences by Divtsional
Vice- Presidents or the Dean of Student Personnel Services,
for reasons other than death in the employee' s immooiate
family. Absences of this type, are r ecommerxled by the
Departmentsl Chairman or staff Supervisors, are In lieu
of compensatory time-off, are of short duration (not to
exceed three (3) days in any fiscal year), and are for a
speclfic arxl. Justifiable purpose, Each request for an
approved absence, under the authority of this prOVision,
shall be considered on the basis of its ioo ividual merit. "
Reletter paragraph "1" to "ml! aoo amend to read as follows:
"All absences from work other than approved sick leave,
the approved absences noted in "h" and "1" above, scheduled
vacaUon days, and compensatory leave time will be without
pay and proper deductions will be made from the employee's
paycheck. "
II. Vacations
Add item 6 ss follows:
"All clerical employees appointed on grants for half-time or
more and for per iods of six months or longer shall be eligible
for vacation In accordance with the Univer sity policies governing
vacations for such employees, except that vacation time
accumulated on employment under a gr ant will not be transferab
le.
Vacation costs s hall be carried by grant funds. "
Recommend request be made immediately to the 1966 Legislature for
approval of the following self-liquidating projects :
I. Residence Halls - Complete housing am food
service facUities for 2,000 students $ 10,250,000
Land acquired at no cost to the state.
II. University Center Addition 1,750,000
Land acquired at no cost to the state.
01. SHe Acquisitions 500,000

Recommend that:
1. The Ann Arbor T l\Ist Company be aut horized to develop financing
plans for the Univer s ity Center addition.
2. Roger Allen and Associates be employed to develop plans and
specifications for the University Center addition.
Recommend that board and room arxl. apartment rental rates be inc reased
September 1, 1966, as follows:
1. Residence Hall room and board present anmal rate of $7 56 be
increased by $72 to a new annual r ate o f $828 - a 9.5% increase.
2. Apartments:
a. Apartment units with central laundry facilities:
(I) One bedroom apartments be increased from $73 to $78,
(2) Two bedroom apartments be Increased from $78 to $83 .
b. Units In which washers and driers are furnished:
(1) One bedroom units be increased from $75 to $80 .
(2) Two bedroom units be increased from $80 to $85 .
Recommend approval of the additions for 0 ff- Campus classes for the
