Recommend that approval be granted to continue the employment of
Mrs. Garnet Baskerville and Miss Lillian Engelsen for the period
May 18, 1966, to August 1, 1967, as part-time hourly rated employees
on the Jobs that they are presently holding.
Recommend that, starting with the summer session of 1966, all9.immer
School sbJdents operating vehicles in the University area be required to
register same and pay a $1. 00 registration fee to cover the entire,
or any portion, of the period they are on the campus between July 1 and
August 31.
Recommend that Item 2 "Transfer" under the beading of "Promotions
and Transfers" on page 12 of the Service Staff HaOObook be revised as
follows: (All prolXlsed changes are indicated in all caps.)
2. Transfer -- Every employee AFTER SERVING A MINIMUM OF
ONE YEAR IN THEIR CURRENT CLASSIFICATION is encouraged
to make known to his supervisor AND THE PERSONNEL OFFICE
any work preferences he may have so that when vacancies occur
they may be filled by transfer within the University. Transfers
which represent advancement for the individual and serve the
best interests of the University are highly desirable. Approval
of inter-departmental transfers will depend on the following
factors:
1. A vacancy occurs which represents opportunity for career
advancement. ALL SUCH VACANCIES ARE TO BE REPORTED

Recommend that the present Honesty Bond in the amount of $50,000 now
being carried on the Secretary and Treasurer of lhe Board be dropped
and that a new $5.000 "Faithful Performance Bond" be taken out on these
officers.

Recommend that the action of the Board of Trustees of August, 1965,
be amended to read:
"It is recommended that the Board of Trustees authorize administrative
officials to join with Boards and administrative officials
of Northern and Eastern Mic higan Universities to:
1. Obtain written opinion of the Attorney General as to the
validity of the requirement for prior legislative approval
as expressed in Section 8 of Act 48 Public Acts SecoOO
Extra Session 1963.
2. If such opinion confirms that said provisions are unconstitutional,
make a concerted e ffort to get the legislature
to repeal said section 8 of Act 48, as amended. "
Recommend that the graduate fellowships previously authorized in the
amount of $300 in cash and the remiasion of fees in the amount of $300
or a total of $600 be modified to include $300 in cash and the remission
of fees which in-state would be $300 aOO out-of-state $600.
Recommend approval of the Hst of Prospective Graduates for degrees
and certificates for the June 11, 1966 Commencement, as submitted.

It was moved, seconded and carried tbat the reservation of $570,000

Academic Affairs Committee -- Dr. Cofer, Chairman
A meeting was held on May 17 with the Academic Affairs Committee
of the University Senate and there was informal discussion on many
items including:
1. Question regarding the continued action on the salary increments
for the five professor s. The Board Committee felt
that since the matter is now in litigation it was best to refer
the matter to our attorneys for advice.
2. The appointment of the committee for screening candidates
for the position of Vice President of Public Ser·vices. The
University Senate feit that the Board might have been somewhat
precipitous in authoriZing the appointment of a
committee, The Board Committee explained that the Ad Hoc
Committee on Appointment Policy wruld suhmit a statement
of policy for action by the Board at the next meeting.
Mrs. Halstad, Chairman, acknowledged receipt of the letter from Dr.
Elbert R. Bowen, Chairman of the University Senate, relative to the
committee for the Vice President of Public Services position.
It was moved, seconded and carried that the s alary formula for 1966-67
as presented be approved and that an outline based on this forn:u la be
presented at the next Board Meeting. (Copy on file in the Secretary's Office.)
Chairman Hafstad stated that the Board had not had time to give detailed
consideration to the various communications from the University Senate
and therefore referred tbese to Board Committees for study aoo report
back to the Board as follows:
1. Report of the Central Michigan University Senate Ad Hoc Committee
on Establishing Procedures for Implementing Faculty Participation
in the Selection of Deans, Vice Presidents, and the President
(Rivard Report) - is being considered by the Ad Hoc Committee on
Appointment Polley of the Board. It is hoped that a report on this
will be made at the next meeting of the Board.
2. Procedures for Handling Questions of Professional Concern involviIl(t
One or More Members of the Teaching Faculty (Wysong Report) -
referred to an Ad Hoc Committee with Mr. Umphrey, Chairman, and
Mr. John Sivler. ,
3. Criteria for Promotion Report (Grove Report) - referred to the
Academic Affairs Committee.
4. Implementation of the Salary Schedule Report (Wysong Report) -
referred to the Acad emic Affairs Committee.
5. Load Report published in 1960 by Interfaculty Council - Dr. Bowen.
Pres ident Foust stated that this study was prepared by the Interfaculty
Council of which Central Michigan University is a member,
was made when we were uooer the Stale Board of Education. Along
with this Dr. Moore can furnish some additional information which
would include more recent studies.
It was suggested tbat Dr. Moore be asked to get some material
together on this and present it to the Board.
It was suggested that the Bylaws be corrected to state that the Secretary
and the Treasurer of the Board each shall give a "Faithful Performance
Bond" and that such amendment be presented for approval at the next
meeting of the Board. Mr. Bovee is to furnish the proper amendment
to Mr. Umphrey, and bold off on the Fidelity Bond until the Bylaws are
changed.
The Auditors Report and answers to the recommendations were referred
to the Finance Committee for report at the next meeting.
It was suggested that the Board acknowledge Dr. Aust1n Knapp's paper
on "The Constitutional Position of the Michigan Institutions of Higher
Education. "
Special academic robes for the Board members were discussed. It was
the concensus that we wou ld think about this but for the present we would
use the regular black academic robes .
