It was moved, seconded and carried that the June 29 and July 11, 1966
minutes be approved as printed,
Dr. Wilbur E. Moore stated that he would prepare a written statement on
faculty load and send It to the members of the Board for their information.
:Mr, Norvall C. Bovee made a report on travel allowances and distl"ibuted
copies of the report Including suggested changes . Discussion followed.
It was suggested that this be Included In the President 's formal recommendations
for the September meeting.
Mr. Bovee reported that the archHects are back to work on the quadrangle
of dormitories hoping to get the bids out In September on two of the dormitorIes
plus a part of the food commons . The plans . scaled down to only
half of the original plans for the four dormitories and a food commons are
to be used, The site has been shifted to the south campus.
President Foust extended an Invitation to the members of the Board to visit
the Crlppled Children 'S Camp near Grand Rapids on August 25. Anyone
interested in going Is to contact Dr. J. D. Marcus.
rt was moved and seconded that the formal recommendations of the PreSident
be approved including the salary schedule with the understanding that the
qualifying pr ovisions and the implementation of the schedule be given consider

Recommend that, effective with the fa ll semester of 1966. full-time employees
be given the opportunity to take University courses without payment
of the regular fees umer the following con:l itions:
1. Employee must meet all Admission requirements and be offiCially
admitted by the Admissions Department of the University.
2. All cours es must hc taken during the employee's non-working hours.
3. A grade of C or bette r must be earned In the course.
4. At the time of enrollment, the employee must follow the regular
enrollme nt procedure, including payment of published fees.
5 . Prior to r egist rat ion, r egular full - time empl oyees with a minimum

of one year's service be a llowed to request a fee refund be made
to them upon the completion of the course, if same is taken, under
the following conditions:
a. Not more than two coorses or six semester hours of
credit be allowed in any s ingle semester.
b. Employees must meet all admission requirements and
be officially admitted to the University.
c. Course is taken during employee's non-working hours.
d. Grade of C or better is earned in the course.
The waiver of fees is to apply only to the regular fees charged all students
for enrollment for a specified number of semester hours. All special or
other incidental fees, such as, Music Fees, Special Course Fees, Parking
Fees, etc., are not refundable .
Recommend approval of adjustments in Personal Service Payroll , 1966-67,
as submitted. (Copy on file in the Secretary's Office.)
Grant in the amount of $7,239 from the Office of Education, Washington
D.C. to Central Michigan University for the acquisition of closed
circuit television equipment.
Higher Education Facilities Act Grant in the amount of $883,000 to
Central Michigan University for the construction of a General Classroom
BuUding.
Check in the amount of $50. 00 from Dr. Ramon Scruggs to the Development
Fum.
Check in the amount of $200 from the Leonard Refineries, Alma ,
Michigan for Music and Athletic Grant-In-Aid FUnds.
