The University Senate communication relative to a museum was discussed,
Chairman Cofer gave this problem to the Academic Affairs Committee for
furth er deliberations and also to consu1t with the Finance Committee. He
asked that the Secretary acknowledge the communication statiI€ that the
Board was sympathetic to their proposal but were aware of the IhnJted funds
and space avaUable at this tJme ,
President Foust gave a report relative to the Interstate Intercollegiate
Athletic Conference actfvities.
President Foust reported that he was not ready to recommend a definition
of "faculty" at this time and asked that this Item be deferred to a future
agenda.
President Foust stated that on May 17, 1967, the ROTC is to have an annual
review at 4 p , M. and has invited the Members of the Board to be present
for this review.

President Foust reported relative to our policy on Outside Speakers. We
have been adhering to the policy approved by the State Board of Education
in 1963 and subsequently by the Board of Trustees, This is a joint policy
approved by a ll of the four year State Supported Colleges aoo Universities.
Mr. De Carlo reported briefly on the University of MichIgan Negro Investigation.
Dr, Cofer read the citation from Harold Howe, U. S. Commissioner of
Education , Department of Health, Education and Welfare, and asked that
it be spread upon the minutes.

to the faculty, students , and friends of Central Michigan University
as you mark the 75th anniversary of your founding,
Your history has been distinguished by a tradition of sustained
contribution to educational pr ogress in Michigan and to the
educational strength of this country. Today, the development of
the resources of all our colleges and universities is essential to
the well being of our Nation and its people. I congratulate Central
Michigan University for its 75 years of service to American education
and for the promise it holds of continuing growth and achievement
in the years ahead .

It was suggested that there be a display of recognitions and resolutions
received in connection with the 75th Anniversary. Dr . M:lore asked th at
members of the Board recommend nominees for awards to the 75th
Anniversary Awards Committee.
It was moved, seconded and car ried that the Chairman write the Chair men
of the Boards of the four year State Supported Institutions of Hlgber
Education relative to a rranging a joint meeting of the Boards or representatives
of the same.

Without payment of regular fees, be amended as follows:
After "courses" remove the word "or' and substitute In its place
the words "and not more than." As amended 5a then would read
as follows:
"Not more than twc courses and not more than six semester
hours of credit be a llowed In any single semester."

Recommend correspondence study fees be raised from $20 to $22.50
per semester hour.
Recommend fees paid to instructors for correspondence courses be
increased from $9 to $10 per semester hour.
Recommend limltation upon earnings of faculty for instruction by corresporxience
be raised from $800 to $900 per fiscal year .
Reconunend approval of establishment of the Dow Chemical Company
scholarship in Chemistry and the following copy for the University catalog:
"THE DOW CHEMICAL COMPANY SCHOLARSHIP IN CHEMISTRY
The Dow Chemical Company has made available to the Department
of Chemistry, which is awroved by the American Chemical Society,
a one-year scholarshIp valued at $500. It is restricted to a student
who has a high chemistry and academic record and who plans to
pursue this profession. The selecting body is the Scholarship
Committee of the Departmeli of Chemistry."
Recommend approval of establishment of the Woodward C. Smith Student
Loan Fund and the following copy for the University catalog:
"THE WOODWAIID C. SMlTH STUDENT LOAN FUND
Because of his life-long devotion to education at all levels,
the family and frteros of Woody Smith, in 1966, and on the
occasion of his retirement as Vice President at Central
Michigan University, established this loan fund to assist
worthy students ."
GIFTS:
Grant tn the amount of $1,000,000 from the OffIce of
Education, Washington, D.C., for the construction of
a new library tuilding.
Grant in the amount of $1,000,000 from the Office of
Eduoation, Washington, D.C., for the construotion of
a new Speech and Dramatic Arts Building.
A total of $465, 940 from the U. S. Office of Education
as a Federal Capital ContrIbution to the Nattona1 Defense
Student Loan Fund for the 1966-67 academic year.

Il was moved , seoonded and carried that the follOwing
recommendations of the Finance Committee relative
to the construction of 96 Married Srudent Apartments
he approved:
(1) Contract be awarded to Miller Davis Company of
Kalamazoo, Michigan for general construction in
the total amount of $987.990 with acceptance of
alternates 2 and 4 (an addition of $490 for electrical
heat in 4 apartments and $4500 for the installation
of primary electrical service), and rejection
of alternates 1, 3 and 5 (elimination of eight
apartments and subsUrution of grill for baseboard
convectors and eliminating blacktopping on parking
l ots) .
(2) Contract be awarded to SUgb-Lowry Company,
Holland, Michigan for fixed furnishings in the total
amoWlt of $56, 882 including acceptance of alternates
2 (addi tion of $1,382 for cabinet work for
electrical heat) and rejection of alternate 1 (elimination
of 8 apartments) .

Academic Affairs Committee -- Mr. Umphrey
A meeting was held with the Liaison Committee of the
University Senate and there was br oad general discussion
of the interests of the faculty and the University Senate.
It is the feeUDg that these meetings should be continued
on a non-scheduled basis as they are helpful in resolving
some of the problems that do arise.
