Central :Michigan University .
Grant in the amount of $90,000 from the United States
Office of Educaticn for participation in the Educational
Opportunity Grants Program, 1967 - 68.
Two six cylinder engines, two V-8 engines, three
automatio transmissions and four accessory paoks,
valued at $4, 800, from the Chrysler Corporation to
the Department of Industrial Education.
A. R. L . Dtetert Spectrographic Equipmmt, valued
at $2,500, from the Dow Chemical Company to the
Department of Chemistry.
Molding machines, four hundred pounds of grandular
polysstrene, two hundred pounds of pelspan, and
polyethelene film from the Dow Chemical Company
to our Department of Industrial Eduoation. Estimated
value - $2, 500.
Gift to the Development Fund in the amount cf $500
from Dow Corning Corporation to the School of
Business Administration.
Sum of $500 from the University of Michigan for
personal servioes of Dean W. Lyle Willhite to the
Isabella County Vooational Technical study, turned
over to apply on a four year scholarship in the field
of Business Administration.

The Chairman called the meeting to order at 2:20 P. M.
The Minutes oftha March 15, 1967 meeting were approved as printed.
Chairman Cofer announced the presence of our new Board member,
Dr. Roger M. Busfield, Jr., Associate Director of the Michigan
Hospital Association, Lansing, who has been appointed to fill the
unexpired term of office of Mr. John Sivter. He stated that we are
happy to have Dr. Busfield as a member. Dr. Busfield responded
that he was honored to join the group.
The Cbairman called for reports from the Standing Committees:
Finance Committee -- Mr. Morrow
1. Since the last report to the Board, the members of the Finance
Committee have received audit reports from the Internal
Auditor as follows: Petty Cash & Change Fund Account, Audit
of State Car Charges, Audit of Spring Registration Cash
Receipts, Postage Meter Charges. Mr. Conant, the Internal
Auditor, is proceedtng With his chlties and is doing an excellent
job. The recommendations that he has made in the reports
are minor and there seem to be no serious problems.
It was moved, seconded and carried that the Board accept the
reports of the Internal Auditor.

Finance Committee - continued
2. The Finance Committee met with Dr. Bovee, Vice President
of Business and Finance, two of bis assistants and President
Foust. The budget situation, the budget request, the fiscal
reform program were discussed. There 1s nothing of a concrete
nature to be reported to the Board at this time because
of the indecision of what is going to happen in Lansing.
3. It was moved, seconded and carried that the rental rate for
single students living in University Apartments in 1967-68
be $180 per semester (effective rate of $10 per week).
4. It was moved, seconded and carried that effective July I,
1967, University Resident Hall Advisers continue to be
classified on the Administrative Salary Schedu le in the A-I
classification, and that all Advisers be paid within this range
with the following exceptions:
a . All Resident Hall Advisers who hold an undergraduate
degree receive $200 more than tbe base salary called
for under the A-I classification.
b. All Resident Hall Advisers holding a Master's Degree
be paid $400 per year above the base rate in the A-I
classification.
Mr. Morrow reported that he accepted an invitation to meet With
the State Council of State College Presidents at Lansing recently.
The subject discussed there was the budget. He read from a
release to the press on this meeting.
Academic Affairs Committee -- :Mr. Umphrey
No report at this time .
Mrs. Katharine C. Hafstad and Mr. Walter W. Wightman gave a
brief report on the Conference they attended in Urbana , Illinois of
the Association of Governing Boards.
Dr. Cofer reported that in accordance with the request of the Board,
he sent letters to the Chairmen of the Boards of Trustees of the State
Supported Institutions in Michigan asking if they woold be interested
in our calling a meeting of the Board of Trustees to discuss mutual

problems. Two replies have been received as of this date. One
was In Cavor of the meetings and the other one suggested that it be
done some other way. We hope to have r eplies Crom the other Boards
so that a complete report may be made at the May meeting of the
Board.
Mr. Mo rrow commented on a report , "Summary Capital Outlay Needs
fo r 20,000 Students." This r eport is divided into four phases, the
first pbase cover ing the 5 year pla n, 1967-72 , and the second, third
and fourth phases go to 1985. This summary is for information of
the Board, to let the Board koow what is anticipated and what wlll
be happening at the end of each of these periods of time .
North Central Report. Copies of the "Report of a Visit to Central
Michigan University, February 8-10, 1967" and a copy of the letter
from Dr. Norman Burns had been distributed to Board members .
President Foust gave some background on the marmer in which programs
of institutions are given full accreditation and preliminary
accr editation . He stated that some of the statements contained In
the report of the Visiting Committee were not accurate and at the
meeting in Chicago these inaccuraoies were called to the attention
of the committee .
In gener al the report was very favorable. The letter from Dr. Burns,
Executive Sec retary, North Central Association of Colleges and
Secondary Schools, stated that the North Central Assoc iation at Its
meetlng on April 6, 1967, voted to grant full accreditation to Central
Michigan University for the Master of Music Degree in Music Education
and SUpervision, the Master of Ar ts in Home Economics and
in Psychology; and for the Specialist in Education Degree in General
Educational Adminis tration, Administration and Supervision of
Elementary Schools, Administration and &lpervtsion of Secondary
Schools, and Curriculum Development and Administration. It was
also voted to extend the accreditation of Central Michigan University
to Include preliminary accreditation for the Specialist in Edlcatlon
Degree in Psychological Examiner and Guidance arxl Counseling,
Specialiat Degree In Speech Pathology, Specialist Degree in Psychological
Services; and for the Master of Arts Degree In Geography,
and Mas ter of Arts in J ournalism.
Dr. Moore stated that tbe North Central Association examining team
was very oomplimentary relative to the friendliness, dress and alertnesa
of our students . The report does not show this .
