The meeting was called to order at 2;30 P.M. by the Chairman.
The Minutes of the meetings on June 28 and July 24 , 1967 , were

Presidential Selection Committee -- Mrs, Hafstad
Contact has been made with a number of universities
and colleges across the country announcing the
vacancy. Members of the Board were requested
to submit to the Chairman their recommendations
of criteria for a new President.
Chairman Cofer requested a report on Academic Planning from Dr. Wilbur
Moore, Vice President of Academic Affairs . Dr. Moore presented a brief
study of the need for coordination of faculty, facilities, caliber of students .
curriculum in the long- range planning.
If advanced degrees are in the future offerings , decisions must be made
now to adequately expand our program. A committee should be formed to
define this completely and priorities must be set up for the programs to be
offered. The University Senate has asked for the creation of a representative
committee of Faculty and administrators to work together on academic
planning. They have asked also that representatives of the Board of Trustees
sit in with them.

Dr. Cofer confirmed the fecHng of the Board of Trustees that there
was a resl concern in this area snd that the members of the Board
would be most willing to become a part of the planning group. He
asked that President Foust come prepared to talk with the Board on
plans for the implementation of the committee on academi c planning.
Dr. Moor e a·ssured the members present that planning has already
begun on paper, that deans, department chairmen and schools have
met and discussed the matter.
Dr. Moore was commended by the Board for an exce lle~t report.
Dr. Bovee reviewed the request made by the City of Mt. P leasant
relative to reimbursement for services rendered and for capital
improvements in the area of streets and highways. Last year the
City asked that we present in our budget request the sum of $68 , 000
as a reimbursement item during the 1967-66 year for police protection,
fire protection, engineer ing, refuse disposal , parks Improvement and
maintenance and general administration. This request was denied
by the Governor. The City has again asked tliat we take this request
to the State in the amount of $78 ,·000 for 1968-69.
In addition, in the area of street and highway improvements and in
conjunction with our Master Plan, the following capital improvements
have been requested;
Vacation of Washington Street from Preston to Broomfield
Right of Way Donation - CMU contribution - $24,000
Perimeter Road - Broomfield to P reston
Right of Way Donation - CMU contribution - $18,000
Right of Way Purchase - CMU contribution - $12,500
Construction - CMU contribution - $35,000

It was moved, seconded and carried that the above request of the City of
Mt. Pleasant be approved with the exception of the Overpass Item.

Chairman Cofer commented on the number of our students from culturally
and economically deprived areas . An analysis of this segment of our
student bOOy will be needed very shortly for the U. S. Office of Health,
Education and Welfare. Dr. Cofer indicated that this matter had been
discussed with appropriate offices and steps are being taken to provide
HEW with this information and, in addition, plans are being formulated
to encourage the attendance of students from the underprivileged areas
at Central. Dr. Cofer stated that President Foust would have a defi nitive
report to bring to the Board at the September meeting.

The Minutes of the meetings on June 28 and July 24 , 1967 , were approved as printed. 'Chairman Cofer called for reports from the Standing Committees; Finance Committee -- Mr. Morrow In the absence of Mr. Morrow. there is no report at this time . Academic Committee n Mr. Umphrey No report at this time. Presidential Selection Committee -- Mrs, Hafstad Contact has been made with a number of universities and colleges across the country announcing the vacancy. Members of the Board were requested to submit to the Chairman their recommendations of criteria for a new President. Chairman Cofer requested a report on Academic Planning from Dr. Wilbur Moore, Vice President of Academic Affairs . Dr. Moore presented a brief study of the need for coordination of faculty, facilities, caliber of students . curriculum in the long- range planning. If advanced degrees are in the future offerings , decisions must be made now to adequately expand our program. A committee should be formed to define this completely and priorities must be set up for the programs to be offered. The University Senate has asked for the creation of a representative committee of Faculty and administrators to work together on academic planning. They have asked also that representatives of the Board of Trustees sit in with them. 2 Dr. Cofer confirmed the fecHng of the Board of Trustees that there was a resl concern in this area snd that the members of the Board would be most willing to become a part of the planning group. He asked that President Foust come prepared to talk with the Board on plans for the implementation of the committee on academi c planning. Dr. Moor e a·ssured the members present that planning has already begun on paper, that deans, department chairmen and schools have met and discussed the matter. Dr. Moore was commended by the Board for an exce lle~t report. Dr. Bovee reviewed the request made by the City of Mt. P leasant relative to reimbursement for services rendered and for capital improvements in the area of streets and highways. Last year the City asked that we present in our budget request the sum of $68 , 000 as a reimbursement item during the 1967-66 year for police protection, fire protection, engineer ing, refuse disposal , parks Improvement and maintenance and general administration. This request was denied by the Governor. The City has again asked tliat we take this request to the State in the amount of $78 ,·000 for 1968-69. In addition, in the area of street and highway improvements and in conjunction with our Master Plan, the following capital improvements have been requested; Vacation of Washington Street from Preston to Broomfield Right of Way Donation - CMU contribution - $24,000 Perimeter Road - Broomfield to P reston Right of Way Donation - CMU contribution - $18,000 Right of Way Purchase - CMU contribution - $12,500 Construction - CMU contribution - $35,000 Perimeter Road - Preston to High Right of Way Donation - CMU contribution $6,000 Right of Way Purchase - CMU contribution $20, 000 Construction - CMU contribution - $30,000· Perime.te r Road - Broomfield to MiSSion Right of Way Donation - CMU cont r ibution - $15.000 Overpass - CMU contribution - $200,000 Broomfield - Washington to Mission Road improvement - CMU contribution - $25,000 It was moved, seconded and carried that the above request of the City of Mt. Pleasant be approved with the exception of the Overpass Item. 3 Chairman Cofer commented on the number of our students from culturally and economically deprived areas . An analysis of this segment of our student bOOy will be needed very shortly for the U. S. Office of Health, Education and Welfare. Dr. Cofer indicated that this matter had been discussed with appropriate offices and steps are being taken to provide HEW with this information and, in addition, plans are being formulated to encourage the attendance of students from the underprivileged areas at Central. Dr. Cofer stated that President Foust would have a defi nitive report to bring to the Board at the September meeting.
