The date of the next meeting of the Board has been changed from Wednesday,
October 18, to Friday, October 20.
President Foust reported that as of this date 10,461 students were registered
at the University . A number of students failed to make their enr ollment
certification deposit and were unable to register. For tbis we are sorry.
Dr. Bovee reported that final approval has been granted for construction of
a Speech and Dramatic Arts Bulldlng.

session of residence halls to accommodate 3,500 students plus 150 married

Recommend adoption of the followIng Resolution authorizing appropriate
legal action to determine constitutionality of certain provisions of P. A. 240,
1967; P.A. 124, 1965; P.A. 310, 1966; and P.A. 244, 1967:
Be It Resolved that the Council of State College
Presidents recommends to the governing boards of their
institutions that the Boards authorize appropriate legal
action to determine the constitutionality of certain
provisions of P.A. 240, 1967; P.A. 124, 1965; P .A. 310 ,
1966; P.A. 244, 1967, and
Be It Further Resolved that the Governing Boards
join in the legal action as add itional parties plaintiff, with
the recommendation that individual members of the governing
boards qualified as taxpayers act as nominal parties plainti ff
to satisfy the jurisdictional requirements, and
Be It Further Resolved that this Council authorize
the employment of Miller, Canfield, Paddock and Stone
as legal counsel Cor this action, and
Be It Further Resolved that this Council authorizes
the inclusion, if appropriate, of Act 48 of 1963, Second Extra
Session.

Chairman, called the meeting to order at 2:25 P.M.
It was moved, seconded and carried that the Minutes of the August 29,
1967, Meeting of the Board be approved as printed.
Mrs . Backus called for rcports from the Standing Committees:
Finance CommIttee --Mr. Morrow
The Finance Committee has not met recently. The
Board has been briefed by Mr. Earl Cress of the Ann
Arbor Trust Company concerning a proposed plan lor
financing new apartments and dormitory complexes.
It was moved, seconded and carried that Mr. Cress be
authorized to proceed with his plans so that he may make
a definite report to the Finance Committee after bids for
the new buildings have been awarded.
Academic Affairs Committee -- Mr. Umphrey
A meeting of the Academic Affairs Committee was held
with the University Senate representatives to the Academic
Liaison Committee of the Board. P rocedures relative to
the Presidential Selection Committee were reviewed along
with a number of mutual concerns . Another meeting will
be held within a shor t time .
Presidentlal Selection Committee -- Mrs . Hafstad
As soon as a report on criteria is received from the
University Senate and each Board member, a set of guidelines
will be presented to the Board for approval. The
screening commUtee process needs to be clarified to
students and to the people in general.

President Foust reported on the procedure adopted, at the r equest of the
Uni ted States Office of Education, relative to obtaining the number of
students of a minority group presently registered at Central Michigan
University. A card was prepared for registration, to be filled out by the
student on a voluntary bas is, which proved quite satisfactory. in the
future, it will be compulsory for each student to complete this par t of
registr ation mater ials so that an accurate accounting can be supplied
to the United States Office of Education.
P resident Foust reviewed plans formulated for the recr uitment of
academically qualified students from cultu rally and economica lly
deprived areas. Every effort will be made by admiss ions personnel at
the University to visit with and encourage students from these areas to
continue their education. Insofar as possible , scholarship and loan
funds, financial aid from the government and employment will be made
available to these students who would otherwise be unable to attend college.
Vice Chairman Backus requested that Mr. Umphrey. as Chairman of the
Academic Affairs Committee, work with the Academic Affair s Committee
of the Univer sity and report back on long range academic planning.
President Foust reviewed a report from Dr . Eaton, Libra r ian , on the
availability of interlibrary loan services . The Library will now absorb
postage and insurance charges but photo copies of pages of books will
remain the r esponsibility of the student.
It was moved, seconded and. carrIed that slight modifications be made in
the present agreement covering the Clarke Historical Collection. The
tiUe of Custodian held by Mr. John Cumming wUJ be changed to that of
Director, t he salary range will be at an administrative level r ather than
p rofessorial, a ll actions In connection with the Cla rke Historical
Collection will conform to regular University procedures unless specifically
otherwise authorl7;ed, and be subject to final approval of the Board of
Trustees.
