The meeting was called to order at 2:00 P . M. by the Chairman.
The Minutes of the Meeting of December 20, 1967, were approved as printed.
President Foust reviewed the Formal Recommendations. It was moved,
seconded and carried that the For mal Recommendations be approved with
the exception of Item 39.
With James M. Umphrey abstaining, It was moved, seconded and carried that
Item 39 be approved following amendment to read , " . . . with written permission ...
as n requireme nt. "

Presidential Selection Committee -- Mrs. Hafstad
Credentials for approximately fifty candidates have been
reviewed. Members of the Board have interviewed a
number of candidates on their own campuses and some of
the appIJcants wUl be invited to visit Central within the
next few weeks. Mrs. Hafstad stressed, however, that
this does not mean that any selection has been made.

Dr. Bovee reported on annexation and uttUty service at the Southwest
Quadrangle site. Following the Resolution passed at the December
meeting' of the Board requesting the City ot Mt. Pleasant to furnish
water and sanitary service on a temporary basis during construction,
this request was approved by the city. Our legal counsel is studying
the appropriate time for filing for annexation by election.
Dr. Bovee reported that the scheduled completion date for the new
library is 1969. It Is hoped that the move from the present Library
to the new location can be made during the Christmas break, 1968.
Dr. Bovee reported that the clerical staff Is ready to file with the
National Labo r Relations Board for an e lection on campus to determine
the agency which will represent clerical personnel.
President Foust brought to the attention of the Board a request from
student government for revision of the Student Body Constitution.
Following a discussion between the Board, President Foust and student
leaders Steve Rison and Barry Nobles, this matter was referred back
to the administration for a recommendation to the Board of Trustees.
Chairman Cofer requested that this matter be disposed of by the next
meeting.
The recommended Clarification of Grievance P r ocedures passed by the
University Senate on December 4, 1967, and recommended to the Board
of Trustees for its approval, was refened to the Academic Affairs
Committee for its recommendation. This ac tion was taken since the
original Grievance Procedure was worked out by the Academic Affairs
Committee and the University Senate, with the approval of the University
Senate. In the meantime, the existing procedure will be in effect.
Upon motion, the meeting adjourned at 3:10 P. M.
The next meeting of the Board will be February 21, 1968 .
