GIFTS:
A grant of $54, 246 from the Federal Depar tment of Health,
Education and Welfare, for operation of our College WorkStudy
Program, covering the period July 1 - December 31,
1968.
The sum of $6,951. 40 from the State Department of Education,
Division of Vocational Education, for our ore Campus Education
vocational teache r training pr oject, Horizontal Articulation in
Vocational Education. Forty per cent of this amount to be used
for institutional projects designed to improve vocational programs
In Michigan schools and sixty per cent to certain teacher
education activities related to the preparation of vocational
and technical education teachers.
The amount of $213 from the State Department of Education
{or instructional equipment funds to be used In our School Bus
Driver Education Program.
A gift of $100 for rotating scholarship from Delta Omicron
International Music Fraternity to Delta Iota Chapter at
Central Michigan University.
A gift of $250 from Ernst and Ernst Auditors, Detroit, to our
School of Business Administration to be used at the discretion
of the accounting faculty for such purposes as they desire.

Academic A [fairs Committee -- Mr. Umphrey
The grievances that have been filed by cer tain members of the
facul ty were reviewed at length by the Committee and , as a
result, the following recommendations were made to the Board:
1) With reference to the grievances themselves, as a compromise
settlement the aggrieved parties and those other parties who a re
likewise affected by the same alleged step inequality be given up
to one step increment retroactive to the beginning of the academic
year 1967-68.
2) The s tep schedule for salaries of both the faculty and
administrative staff be abolished . For 1968- 69 salary Increases
will be on a pe r centage basis. In special meritorious cases ,
inc r eases in addition to the regular raise may be approved by
the Board.

3) A committee composed of faculty and administration develop
a new salary system for implementation beginning with the
academic year 1969-70.
Upon motion made and duly supported , the above r e<::ommendatlons
by the Academic Affairs Committee were approved.
It was r eported that for the coming year, 1968-69, persons
r e<::eiving a pr omotion in rank will be given one step on the
salary schedule in addition to the percentage increase.
Presidential Se lection Committee -- Mrs. Halstad
The Boar d formally thanked Mrs. Jean Hill for the assistance
given as secretary to the Committee.
It was moved and supported to accept Amendments one through fou r and
six through nine of the Student Bill of Rights and Responsibilities .
Amendment five was returned to the committee for rephrasing.
The communication from the University Senate relative to Faculty Load
Reduction was not accepted in its present form. A motion was made
and seconded that Dr. Moore and the Faculty-Administration Relations
Committee of the University Senate work out further contr ols on the
proposal before It is submitted to the Board for approval. tlIotion carried.
Dr. Bovee furnished the Board with a copy of the prospectus to develop a
plant for 20,000 students , Including beginning and completion dates for
construction.
Dr. Bovee reported tha t on April 10, 1968, the Labor Mediation Board
conducted an election on our campus. Of the 178 c lerical s taff eligible
to vote, 178 went to the poll s. One hundred twe nty- two voted to have as
their bargaining agent the Clerical Service Staff Organization, 42 voted
in favor of Local 1568 of the Amer ican Federation of State, County and
Municipal Employee's Union (AFI-CIO) and 14 voted for neither.
Certification of election should be forthcoming within two to three weeks.
Dr. Bovee explained the procedure whereby pa r ental permiSSion would
be obtained for allowing students under 21. years of age, but with 55 hours
of earned credit, to live in unapproved housing.
Dr. Bovee repor ted that an assessment has been made by Union Township
on University property. This came about as a result of an informal
opinion dated February 29, 196B, from the Attorney General 's office to
Union Township. Our attorney advises that he 'has requested an opinion
from the Attorney Gene ral. It was moved, seconded and carried that our
attorney follow whatever procedUre deemed best In attempting to reconcile
this situation.

Dr. Bovee reported that Union Township approved the annexation to the
City of Mt. Pleasant of all of the area owned by the University west of the
Ann Arbor rallroad tracks bounded on the north by Preston Road, on the
south by Broomfield Road, and on the west by private land not owned by the
Unive r sity.
Upon motion made and carried, the meeting adjourned at 3:20 P. M.

Chairman Cofer called a meeting of the Board of Trustees to order at
9:00 A. M. and stAted that the agenda carried only one item, a report of
the Presidential Selection Committee.
Dr. Cofer offiCially thanked the Screening CommUtee composed of faculty ,
students, administrative officers and alumni for the many hours spent in
reviewing credentials of candidates for the presidency. He also officially
thanked Mrs. Katharine Halstad, Chairman of the Presidential Selection
Committee, for her untiring e Uorts .
Mrs. Hafstad, as Chairman of the Presidential Seleotion Committee ,
reported that after approximately eight months of diligent searching the
Committee fel t thcy had a candidate they wanted to recommend for the
appointment to the presidency. The candidate had been approved by the
Screening Committee and Indicated that he would accept the appointment
if offe red. Mrs. Hafstad stated that the Committee felt he had the qualifications
which were set forth in the criteria for a president proposed by
the facul ty, the students, the alumni and the Board of Trustees.
It was moved, supported and carried that the Board appoint Dr. William B.
Boyd as the next President of Central Michigan University, effective
July 1, 1968.
Chairman Cofer stated that Dr. William B. Boyd Is presently Vice
Chancellor of Student Affairs at the University of CaUfornia at Berkeley.
He has had wide experience in both academic and student affairs. Prior
to his association with the University of California at Berkeley, Dr. Boyd
served on the teaching staff at Michigan State University and as Dean of
the Faculty and Professor of History at Alma College. He has also served
on the Honors Program at Ohio State University.

Chairman Cofer reported that, although Dr. Boyd could not be present
at the time his appointment was announced, in the near future he will
be on campus at which time he will be presented to the facu lty and
stude nt body.
It was moved that a lette r be sent to each member of the Scree ning
Committee expressing the appreciation and gratitude of the Board of
Trustees for their very real contributJon to the selection of the new
President. The motion was seconded and carried.
The Board recessed at 9:15 A. M.
Chairman Cofer r econvened the meeting at 2:20 P. M.
It was moved, seconded and carried that the :Minutes of the Meeting
of March 20, 1968, with the following correction, be approved:
The revised Student Bill of Rights and
Respon sibilities and Proposed ReviSions
in the Constitution of the Student Body
were offered for comments and suggestions
from the Board. Although some concern
still existed relative to certain amendments
in the Bill of Rights and Responsibilities,
a motion was made that it be accepted in
principle together with the Proposed
Revis ions in the Constitution of the student
Body, subject to the two documents being
submitted to the student Body for referendum.
Dissent by Mr. Umphrey. Motton carried.
The President of the Student Body, Mr. Steve
Rison, was asked by Chairman Cofer to meet
with various members of the administration
to clarify points of concern. Following vote
of the Student Body, the documents will be
submitted to the Board for consideration at
the April meeting.
