"FACULTY", DEFINITION O F
It was moved by Roger M. Busfield, Jr., seconded by Lloyd M. Cofer,
and carried that the following definition of "facultyn be approved for
academic purposes on ly:
" The ·University faculty sho ll include all those who hove on
academic rank of lecturer, instructor, or above, and whose
appointment calls for at least half-time service in research
or instruction or in a combination of the two. It sholl also
include the principal executive ond administrative officers
(president, vice presidents, deans), professional librarians,
personnel counselors, curators, and directors or adm inistrative
coordinators of the various acodemic and research octivities
under the general administrotion of the Vice President of
Academic Affoirs, and others towhan the President, with
the concurrence of the appropr iate academic department or
division, may assign an academic rank. "
JOSEPH P, CAREY ATHLETES LOAN FUND
It was moved by Roger M. Busfield, Jr., seconded by Mrs. Katharine
Hafstad, and curried that the Joseph P. Corey Athletes Loan Fund be
occepted with the following cond iti ons:
1. Maximum amount to be loaned to anyone individuol at
anyone time ~ - $50
2. Maximum length of time for initial loons to be 90 days
wi th provision for renewal if additional time is needed.
The following statement '11'0$ approved for printing in the University
Catalog:
" The Joseph P. Carey Student Athletes loan Fund wos established
by family and friends of Professor Carey in memory of
his devotion to the University and his great interest in athletics.
The fund provides gnall, interest-free loons (ma ximum of $50
for 90 days) to a thletes wha ore in need of temporary assistance."
STUDENT EVENTS 8UILDING
It wes moved by Roger M. 8usfield, Jr., seconded by Lloyd M. Cofer,
and carried thot the legislature be requested to pass a Resolution author~
izing the University to construct a Student Events BlJilding to be paid
from revenue fran student fees - total project not to exceed $5,000,000.

SUMMER SPEECH CLINIC:
Moved by RoeerM. Busfield, Jr., seconded by Mrs. Kathorine
Hofstad, and carried that the fee for the Summer Speech Clinic
be increased fran $350 to $450, effective beginning the slXIlmer
of 1969.
PROSPECTIVE GRADUATES:
Moved by Mrs. Katharine Hofstad, seconded by Wolter W. Wightman,
and carried that the list of prospective graduates, January 25, 1969,
be approved. (list of gradootes on file in the Secretary's Office.)
HONORARY DEGREE CANDIDATES:
Moved by Lloyd M. Cofer, seconded by Roger M. Busfield, Jr., and
carried thot the following honorary degree candidates and degrees
for the January, 1969 canmencement be approved:

of $250 Achievement Award to on outstanding junior majoring in

activities for which adequate funds may not be available.

APARTMENTS:
Moved by lloyd M. Cofer, seconded by Roger M. Busfield, Jr" and
carried that plans for construction and financing of 100 apartments
be authorized. Projections indicote thot odditional units should be
built as soan os possible due to the shortage of opartments for married
students and first year University staff. It is hoped that approximately
75 of these can be two bedroom units ond 25 three -bedroorn.
TRAFFIC ORDINANCE:
Moved by lloyd M. Cofer, seconded by Mrs. Katharine Hofstad, ond
carried thot the IXlrking and traffic ord ioonce be omended to become
effective March 1, 1969 rather thon Febrvory 1, 1969. This action
is necessary since the City of Mt. Pleasant needs odditional time to
implemen t the ordinance because of the establishment of the new
District Court system.

It was announced the Annual Meeting of the Association of Governing
Boards of Universities ond Colleges will be held April 20-22, 1969 at
Columbia, Missouri. Members were requested to return the registration
papers to John DeCarlo if they were planning to attend.
HEALTH, PHYSICAL EDUCATION AND RECREATION BUILDING:
Norvall C. Bovee announced that a grant from the Federal Government
in the amount of $1,000,000 had been received for the new
Health, Physical Education and Recreation Building.
The next meeting of the Boord will be February 26, 1969.
