ANNA SARNARD STUDENT LOAN fUND :
Motion was made by James Umphrey, seconded by Jean Backus und corried that
funds collected by the University Development Fund in memory of Anno Bornord
be used to estoblish the Anna Barnard Student Loan Fund and thol the fo llowing
statement be approved for perpetual pr inting in the University cotolO9:
" The Anno Barnard Student Loan Fund comes from (] bequesl mode to
Central Michigan University by Anno M. Barnard who died in 1963.
Miss Barnord wos the first teacher of foreign 10ngooges on the compus
,md headed the Department of Foreign LmQuoges from 1899 - 1944.
She wos deeply interested in the well- being of Centrol 's 5tudents and
dedicated to 'trenglhening the intellectua l li fe of the University. This
fund is available 10 mojar studen~ in the Department of Foreign Langl.lOges . "
CRED IT BY EXAMINATIO N:
,It was moved by James Umphrey, seconded by Jeon Bockus and ca rri ed that
the change in policy and ro te recommended by a commi ttee an Credit by
Examination and the University Sena te be a pproved and given immedia te effect,
and tho t the sta temenl on page 93 of the current cato log under "Credit by
Examination" be changed to read as fo llows :
" A person who has had experi ence or background comparab le to 0
course in the cata log of th is University (Grodl.lOte or Undergrodl.lOte),
and for which no credit transferable to this ins titut ion has been earned,
may fi le on application for credit by examination, provided he has
been admitted to the University . App lication wi ll be mode at the
Office of the appropria te Deportment Chairman. The department will
moke available the Applica tion for Credit By Examination . The student
will fl ll out the application in dupli cate and present it to the Deportment
Chairman . If the Deportment o,airman approves the course for
credit by examination, on ins tructor will be assigned and the student
requested to present a copy of tha t fonn at the Registrar's Office . "
HOUSING SURVEY REPORT:
In June, 1968 a committee wos formed consisting of Dr. CharleJ Westie, Mr .
Alan Labovitz ond Mr . David Lawton, to study the prob lems of faculty housing.
This committee conducted a survey of faculty members which resu lted in a two
poge report dist ri buted to the Boo rd members. (Copy on file in the Secretory 's
Offi ce). President Boyd recommended tha t he, Dr. N. C. Bovee, and the
Universi ty 's counsel, Mr. Byron Gallagher, work with the fa culty committee
to implement the recommendations of the committee. They are to report back
to the Boord on (I continuing basis. Motion wos mode by lloyd Cofer, seconded

by Jean Backus and carried that the Board receive the report of the facu lty
committee and instructed the adminislTOtion and the committee to work
together to discw,s implemenlotion of the propowl.
STATE BOARD OF EDUCATION MEETING:
Dr. lloyd Cofer reported tha i the University was asked to submit its ro le
statement when it appeared a t the State Boord of Education meeting on
October 29, 1969. It was noted that the State Boord reacted well and
cordially 10 the University's presentation and plans for development. Centro I
was requested to report in detail on plans to init iate new special ist progJllms
particularly in the fie ld of biology.
CURRICULUM DEVELOPMENT:
Dr. Charles Ping reported on curriculum deve lopment in connection with
Central Mi chigan University's general goa ls. There is an increased interest
in the deve lopment of inter-dhdpllnory programs; also, a trend toward less
re strict ive closs requirements .
Second ly , in regard to teacher educa tion, the re may be the possible reduction
in the number of hours required on professional educotion programs from 26 to
2 1. The related development that is occurring h the increasing progress
particularly in the gradl.lOte level of prafeuional education within the Schoo!
of Education .
A third ro le of the University dea ls with the preparation of students for specific
oCC\lfXItions . Here it mould be common knowledge that our role is being
changed in certa in basic ways by the growth of the communi ty college movement
. The profess ion,,! programs of the Univenity will be confi ned to
bocca laurate and grodl.lOte programs.
A fourth ra le deals with the gradl.lO te instruction in the University and the
stated ospiratioru of the University to develop doctoral degree programs .
Implementation of such programs would take a t leost th ree years of prefXIra-tion
. We are presently undertaking on examina tion of Specialist degree programs
in a reas unrelated to the field of Education.
DORMITORY REVENUE BONDS:
Motion was mode by Ka tharine Hofstad, seconded by Lawren ce Rahilly a nd
carried thai the Boord approve the reso lution authori zing issuonce a nd sate of

donnitory revenue bonds, Series 1968, in the principal amount of $3,000,000.
This project consists of two new dormitories to provide housi ng for opproximo te ly
416 men sl1Jdents ond 4 16 women sludenl'5 and 4 supervison . this project is
designated Vv'heeler Hall and Cobb Hall. (Resolution on file in the Secretary 's
Office) .
Motion was mode by Lawrence Rahilly, seconded by James Umphrey and carried
thot the Boord 0150 approve the Porlelal Rules and R::te Reso lution in connection
with the above named pro ject . (Copy on file in the Sec;retary's Office) .

DORMITORY HOUSING REPORT:
Or. C. M. Pike, Jr., Dean of Student Personnel Services, distri buted a
report of dormitory housing c;onditions to each member of the Boo rd. It was
the concenSU$ of opini on thot eoch member go over the report co refully and
hove further discuss ions at the next meeting.
STUDENT SENATE REQUEST:
The Student Senate hod requeded that the Board meel informally periodica lly
with members of the sludent body . It was the concensus among the Boord
members that we con tinue th is lioi$()n between the sl1Jdent body and the
Boord . Dr. Soyd is to work with the Student Government on the frequency
and time of these meetings.
The next meeting of the Boord will be December 17, 1969.
