The PreSident recommended approval of Amendment V of the Student Bill of
Rights and Responeibilities:
The University shall take no action, disciplinary or otherwise, in
any case concerning students' actions or offenses occurring outside
the phySical boundaries of Central Michigan University, when the
student Is acting liS an individual and not as a representative of the
University, or is not in attendance at a University-sponsored event;
Only where the interests of the University as an academic community
are distinct and clearly Involved will the special authority of the
University be asserted.

Motion was made and seconded tbat Amendment V be approved. Opposed;
Mrs. Hafstad and Mr. Umphrey. Motion carried.
DIscUSSion followed regarding the General Policy statement of the Office of
the Dean of Students supplementing the Student Body Constitution and the
Student Bill of Rigbts and Responsibilities. The statement is an outgrowth
of the ad hoc committee charged with developing wording in Amendment V
which would be satisfactory to both students and the Board and was distributed
to the Board at its March 20, 1968 meeting;
A student enrolling in the University voluntarily places himself
under the existing rules and regulations and assumes an obligation
to conduct himself In a manner compatible with the University's
function as an educational institution.
The UniverSity distinguishes its responsibility for student conduct
from the control functions of the larger community. When a student
has been apprehended for the violation of a law of the community,
the state or the nation, the University will not request special
consideration for the student because of his status as a student.
The University will apply sanctions or take other appropriate
action when student conduct directly and Significantly interferes
with the UniverSity's primary educational responsibility of insuring
the opportunities of all members of the University community to
attain their educational objectives, or subsidiary responsibilities
of protecting the health and safety of persons in the University
community, maintaining and protecting property, keeping records,
and prcwldlng living accommodations and other regular University
services and activities,
Procedural fairness is basic to the proper enforcement of all
University rules. Practices in disciplinary cases may vary in
formality with the gravity of the offense and the sanctions which
may be applied. In all situations, procedural fair play requires
that tbe student be Informed of tbe nature of the charges and the
source of evidence against him, that be be given a fair opportunity
to refute such evidence and charges, that the IIUltil;ution not be
arbitrary in its actions, and that there be provision for appeal of
a decision,
All investigations shall begin with a valid or substantiated complaint,
The University will cooperate fully with law enforcement agencies,
but will not become a party to a complaint concerning a violation of
law occurring outside tbe University's Jurisdiction.

Chairman Cofer asked for a report of the ad hoc committee Investigating
the Mastrangelo case -- Mr. Umphrey:
In accordance with our charge , the ad hoc committee met on two
separate occasions and formally heard both Dr. Aida Mastrangelo
and her wltnessea, and Or. McManamon and his witnesses.
investigation discloses that the procedure was propel'ly followed.
Two points are important:
1. Dr. Mastrangelo was a non-tenured member of the faculty.
2. Dr. Mastrangelo received proper Bnd time ly noUce of the
the decision not to re-appoint.
The procedure having ~n properly followed, the committee
recommenda that the Board affi rm the finding previous ly made
and the appeal be denied.
The committee has signed the report.
Moved, supported and carried that the recommendation of the ad hoc
committee be accepted.
It was reported that bids on the new Speech and Dramatic ArtIJ building
would not allow for construction within the authoriwd budgct. Attempts
are being made to Identify items that might be eliminated or altered in
order to reduce the total cost. As soon as revised plans are completed,
the project will be rebid.
An additional $500,000 has been appr oved for construction of the addition
to the Universi ty Center . By resolution the legislature has authorized a
budget of $2, 250. 000 for tbe expansion.
The Board received a brief report on "Project 20" - Equality of Educational
OpportWllty Program. Twenty students enrolled through this
program are receiving financial al:l well as tutorial aSSis tance.
It was reported that for tbe current aemeater we have 457 full-time teaching
faculty, 23 part-time faculty. and 70 graduate assistants. Of the 520 FTE
teaching positions budgeted, and ualng the 2. I) to 1 graduate aasistant to
instructor ratio, we have 505 FTE teaching positloD8 rmed. These do not
include PeraoMsl or Library positiona.
The Board elrtcnded sympathy to the Camllies of former professors and
affiliates of the University wbo have died recently.
