With the permission of the Chairman, a group of students attending the
meeting were allowed to address the Board. Some of the students sought
an immediate stand of the Board regarding; 1) Admission of a student to
the Boa rd of Trustees (later modified to advisory member of the Board) ;
2) Elimination of ROTC on the campus. In connection with the second
demand, a portion of the students pr esent wanted permi ssion fo r a student
referendum eliminating academic credit for ROTC. An additional r equest,
that of a two week dismissal of classes in the fall for student pa r ticipation
in congressional campaigns, was discussed briefly.
Chairman Busfield explained to the students the procedures followed In
appointment of Boa rd members by the Governor. There was general
discussion of the other items , with both p rocedural and substantive Issues
heing aired. With respect to making student views available to the Board,
President Boyd indicated that he would try to make a recommendation to
the Board before the fall semester regarding an adjunct body of the Board.
The adjunct group would give represenlation to students , faculty and nonacademic
segments of the university.
Motion was made by Lloyd Cofor, supported by Walter Wightman and carried
that the following gifts be acceptc<i with appropriate expressions of appreciation;
An examination chair from Dr. F. D. Schall, a Mt. Pleasant optometrist,
to the Department of Speech and Dramati c Arts. This chair will be usefu l
for examination of the oral cavity during speech evaluations of cleft palate,
cerebral palsy and other cases of speech disorders - Estimated value, $100
Sever al volumes in the communication arts and sciences from Dr. Wilbur

MARY JANE MERRILL MEMORIAL SCHOLARSfnP FUND:
On behalf of the family of Mary Jane Merrill, James Umphrey expressed
appreciation for the kindnesses of the student body and the administration.
He made the motion , supported by Lloyd Cofer and carried that the Mary
Jane Merrill Memorial Scholarship Fund be accepted under the conditions
set forth in the statement below and the statement be approved for perpetual
printing in the University Catalog:
" MARY JANE MERRILL MEMORIAL SCHOLARSHIP FUND
In 1969 the family and friends of Mary Jane Merrill honored her
by establishing an Endowment Scholarship Fund. At the time of
her death Miss Merrill was a student at Central Michigan Univer-sity
and a member of Alpha Chi Omega. The earnings of the fund
are distributed annually by Alpha Chi Omega officers to a deserv-ing
member. If the sorority ceases to exist, the Board of Trustees
will use the earnings of the fund for endowment scholarship purposes."
RONAN HALL TRUST AMENDMENT:
Motion was made by LJoyd Cofer, seconded by James Umphrey and carried
that the Resolution Approving and Ordering Execution of Supplement No. 1
to Trust Indenture dated August 1, 1956 , be approved (copy on file in the
Secretary's office) .
As a result of the decision to tear down Ronan Hall, it Is necessary that the
Board of Trustees approve a Resolution amending the Trust lndenture to
delete all reference to Ronan Hall and to release the University from its
pledge of the net income generated from Ronan Hall through payments of
bonds. ThIs Resolution, together with Consent of Bondholder to Supplement
No.1 to Trust Indenture and Supplement No.1 to Trust Indenture, has been
prepared by the bond attorneys and approved by the Northwestern Mutual
Life Insurance Company which holds all of the bonds in this Trust.

STUDENT LOAN ASSOCIATION MEMBERSHIP:
Motion was made by Lawrence Rahilly, supported by lJoyd Cofer and
carried that the following incumbents be appointed for a one-year term
(fiscal year 1970-71). President Boyd Indicated that next month an
additional member of the Student Loan Association would be presented
to the Board of Trustees for approval.

Pr~ident Boyd reported that Dr. N. Soott Momaday, 1969 winner of the
Pulti :/:er Prl:r;e for !tctlon, will be the June , 1970 Commencement apeaker.
Motion was made by lloyd Cofer, supported by lawrence Rahilly and
carried that at the June, 1970 Commencement Dr. N. Scott Momaday be
granted the Dootor of Humane Letters; Mr. Preston Bradley, pastor of
People's Church, Chicago, be granted the Doctor of Humanities, and that
Mr. Bernard E. Lorimer , Administrator of the Midland Hospital, be
granted the Doctor of Publio Servioe.
PROSPECTIVE GRADUATES:
Motion was made by Walter Wightman, supported by James Umphrey and
oarrled that the Ust of Prospective Graduates for Degrees and Certifloates

ACADEMIC SENATE CONSTITUTION;
Upon the reoommendation of Provost Ping and President Boyd , motion was
made by Lawrence Rahilly, supported by Walter Wightman and car ried that

PRESIDENT'S SP ECIAL PURPOSE FUND:
Motion was made by Alfred Fortino, seconded by Lawr ence Rahilly and
carried that a President's Specilll Purpose Fund be established and that
private gifts undesignated, up to a maximum of $5,000 , be credited to such
fund for the use of the President In whatever manne r he deems approp r iate.
CHANGES IN HOUSING REGULATIONS:
Prcsldent Boyd l'eviewed the proposed changcs In housing regulations
(copy on file in the Secretary's offic e). At an earlier meeting, the Board
requested that a committee be set up to r eview student life styles in reSidence
halls. The committee now recommends a variety of living arrangements
to be available next yen r .
Motion was made by Alfred Fortino and supported by Lloyd Cofer that the
proposed changes be approved. With Mrs. Katharinc Harstad and Jamcs
Umphrey abstai ning, the motion carried.
INCREASE IN ROOM AND BOARD COSTS:
With regret President Boyd recommended an increase in housing rates
for the 1970-71 year. Motion was made by Lawrence Rahilly, supported
by Walter Wightman and carded that the recommendation be approved.
Housing rates will be increased as follows:
1. Approximately 7.83% in Residence Halls and Apartments
Housing Single Students - effective with the opening of the
tall semester.
A. Resident Hall from $970 per year to $1,046.
8 . Married Apartments HOUSing Single Students from
$424 per year to $456 .
II. Approldmately 5% in Married Student Apartments - effective
J uly 1, 1970.
A. One bedroom units Crom $95 per month to $100.
B. Two bedroom units from $100 per month to $105.
