Members present: Dr. Roger M. Busfield, Jr ., Chairman; Dr. Lloyd M. Cofer;
Mrs. Katharine C. Hofstad; Mr. Wolter W. Wightman and Dr. William B. Boyd,
President.
Members absent: NIT. Lawrence D. Rahil ly and Mr. James M. Umphrey. NIT.
Alfred J. Fortino was present during the Executive Session only.
Also attending: Dr. N. C. Bovee, Treasurer and Dr. James E. Heyes, Vice
Provost for Research.
The meeting was called to order at 2:00 P.M. by the Chairman.
A motion was made, seconded and corried that the minutes of the Moly 20, 1970
meeting be occepted as printed.
Chairman 8usfield expressed the regret of the Boord of Trustees over the resignation
of NITs. Jean E. Backus and asked thot the Boord adopt the following Resolution.
It was moved, seconded and carried that the following Resolution be
adopted:
JEAN E. BACKUS
WHEREAS, Mrs. Jean E. Bockus was a charter member of the Boord
of Trustees of CenlTol Michigan University; and,
WHEREAS, Mrs. Bockus served as Vice Chairman of the Boord of
Trustees in 1967 and 1968; and,
WHEREAS, from 1964 until the time of her resignation in 1970, she
faithfully served the university ond the people of the State of Michigan
through her active participation in Boord affairs; and,
WHEREAS, her insights as a civically active and awore citizen enabled
her to make significant contributions to the offairs of this Boord and to
the University;
BE IT THEREFORE RESOLVED that the Boord of Trustees of CenlTal
Michiga,n University expresses its deep appreciation to Mrs. Jean E.
Bockus for her loyalty, dedication and friendship during her six years
of service and extends to her its best wishes.

Dr. N. C . Bovee distribu ted copies of the Agreement which was ratified by
the Associotion members on June IS, 1970. Chairman BUlifield and the
Boom members agreed to waive the policy of receiving materials ten days

GIFT APPRA ISAL POLICY:
Molion was mode, seconded and carried thot the University 's policy
rel ative to the establ ishment of gift va lue be 0$ fo llows:
Since the value of on object as a gift for incane or estate tax
purposes is a moiler that musl be established betweeo the tax
poyer and the tax agency, the University cannot be responsible
for establishing gift volue .
Occasionally, when gifls are mode to the University the question
is raised by the donor as to whether or not the University is wil ling
to place a value on the gift. Since the ve lue of 0 gift is generally
used by the donor for tox'purposes and since it is the responsibility
of the tax payer to edablish such vo lue, it seems appropriate that
the University adopt a pol icy in regard to this matter.
