Board meeting submit the completed document to the Board of Trustees.
It was moved, seconded and carried that a contract for the conatruction of
a 100 Unit Broomfield Road Apartment Complex Group r be awarded to
Kwaske Brothers Construction Company, Parma, Michigan for the base
proposal, without alternates, of $1,444,000.
RESOLUTION FOR BOND SALE. MARRIED STUDENT HOUSING PROJECT:
It was moved, seconded and carried that the following Resolution for Bond
Sale, Married Student Housing Project, authorizing advertising of bond sale,
approving the not1f1cation of sale and appointment of a Board of Trustees
Committee to award bonds, be approved:
RESOLUTION OF BOARD OF CONTROL

WHEREAS, the Board of Control of Central Michigan University
(also known as Central Michigan University Board of Trustees),
hereinafter sometimes referred to as the "Board, " has heretofore
determined it to be necessary to provide adequate housing facilities
for married students attending Central Michigan University to construct
on the campus of the University housing and appurtenant
facilities fOr 100 married atudent families, tentatively designated
as "Broomfield Road Apartments - Group I"; and
WHEREAS, to finance the cost of said housing facilities it Is
necessary to Issue and selt self-liquidating revenue bonds in the
principal amount of $1, 615, 000. 00 for such purpose, said bonds
being issued in two series, being Central Michigan University Housing
Revenue Bonds of 1970, Serial Bonds, Series A, In the principal
amount of $100,000. GO; and Central Michigan University Housing
Revenue Bonds of 1970, Serial Bonds, Series B, in the principal
amount of $1,515 , 000.00; all in accordance with details set forth
in Official Statement prepared and submitted by Ann Arbor Trust
Company, of Ann Arbor, Michigan, the fiscal agent for the Board;

WHEREAS, the Board has an annual Debt Service Subsidy Grant
from the Department of Housing and Urban Development pureuant
to grant agreement under the Debt Service Grant Program for

Public Institutions which will apply to the payment of interest
on the aforementioned Series B. Bonds; and
WHEREAS, It is necessnry that sald aforementioned
bonds be offered for public sale pursuant to due and proper
advertisement ns required by the terms of the grant agreement
heretofore referred to, and
WHEREAS, the fiscal agent and bond cOWlsel have suhmitted
a form of such noUoe of sale, copy of which is hereto
attached, and proposed schedule for such sale for approval of
thil'l Board, construcUon blds having been received for the
housing facilities hereinbefore referred to and being within the
architects' estimates;
BE IT RESOLVED BY THE BOARD OF CONTROL OF
CENTRAL MICHIGAN UNIVERSITY (ALSO KNOWN AS CENTRAL
MICHIGAN UNIVERSITY BOARD OF TRUSTEES), as follows;
1. That the Notice of Sale of the bonds referred to in
the preamble to this resolution, in form suhmitted by the fiscal
agent and bond cOWlsel, Is hereby approved, subject to any
changes in the form thereof prior to sale as may be deemed
necessary to comply with legal or governmental requirements.
2. That the fiscal agent of the Board Is authorized to
publish sald notice of sale in the Daily Bond Buyer, New York,
New York, on or about September 14, 1970, for public sale to
be held at the office of the Ann Arbor Trust Company. Fiscal
Agent for the Board, at 3:00 o'clock Eastern Standard Time, on
Tuesday, September 29, 1970.
3. That the Finance Committee of the Board, to wit,
Board Members Alfred J . Fortino, Lawrence D. Rahllly, Walter W.
Wightman and Roger M. Busfield, together with Dr. N. C. Bovee,
Treasurer of the Board, are authorized and directed for and on
behall of the Board to recd ve the bids on said bond sale date,
accept the bid complying with the terms of the noUce of sale
resulUng in the lowest interest cost to the Board, and award
said bonds to said bidder.
4. That the fisoal ngent of the Board and bond counsel
are directed to take all steps and prepare and submit all necessary
legal papers and documents necessary to consummate said sale,
and deliver the bonds to the successful purchaser upon receipt of
the purchase price therefor.

PROPOSED REVISION OF THE CENTRAL MICHIGAN UNIVERSITY
DEVELOPMENT FUND CONSTITUTION AND BY-LAWS;
It was moved, seconded and carried that the proposed revision of the
Development Fund Constitution and By-Laws be approved. (Copy on
file in the Secretary's Office}.
STUDENT DISCll'LINARY SYSTEM;
It was moved, seconded and carried that the "Student Hearing Procedure"
be approved. (Copy on file in the Secretary'S Office).
SAMUEL BRANNAN CASE;
An ad hoc committee of the Board of Trustees met on Tuesday evening,
September 22, 1970, and heard the appeal of Mr. Samuel Brannan's
grievance at not being promoted to Assistant Professor. Dr. Edward
\\Thitmore, Chairman of the Mathematics Department, was also heard. The
committee found no cause not to accept the findings of the University Senate
Grievance Hearing Committee. The appehl of Mr. Brannan was denied and
the ad hoc committee was dismissed. {Mrs. Hafstad abstained in the voting. )
BOARD m CONTROL OF STUDENT PUBLICATIONS;
It was moved, seconded and carried that the Board approve the recharging
and reconstitution of the Board in Control of Student Publications. The
Board in Control of Student Publications will be responsible to the President
of the University and will exercise the full authority of a publisher with
respect to all University student publications financed by direct allocation
of University Funds and not otherwise under the supervisory control of
academic departments. The publisher's authority extends to:
1. The appointment and removal of editorial and managerial staff.
2. The control of publication budget and finance.
3. The establishment and control of editorial policy.
4. The establishment of advertiSing policy and the supervisory
control of advertising and advertising sales.
5. The control of publication Circulation.

It was moved, seconded and carried that a contract for the conatruction of a 100 Unit Broomfield Road Apartment Complex Group r be awarded to Kwaske Brothers Construction Company, Parma, Michigan for the base proposal, without alternates, of $1,444,000. RESOLUTION FOR BOND SALE. MARRIED STUDENT HOUSING PROJECT: It was moved, seconded and carried that the following Resolution for Bond Sale, Married Student Housing Project, authorizing advertising of bond sale, approving the not1f1cation of sale and appointment of a Board of Trustees Committee to award bonds, be approved: RESOLUTION OF BOARD OF CONTROL Q!"'£~T¥-~!'IJ£!!IGAN U!:!!YE~!!X. WHEREAS, the Board of Control of Central Michigan University (also known as Central Michigan University Board of Trustees), hereinafter sometimes referred to as the "Board, " has heretofore determined it to be necessary to provide adequate housing facilities for married students attending Central Michigan University to construct on the campus of the University housing and appurtenant facilities fOr 100 married atudent families, tentatively designated as "Broomfield Road Apartments - Group I"; and WHEREAS, to finance the cost of said housing facilities it Is necessary to Issue and selt self-liquidating revenue bonds in the principal amount of $1, 615, 000. 00 for such purpose, said bonds being issued in two series, being Central Michigan University Housing Revenue Bonds of 1970, Serial Bonds, Series A, In the principal amount of $100,000. GO; and Central Michigan University Housing Revenue Bonds of 1970, Serial Bonds, Series B, in the principal amount of $1,515 , 000.00; all in accordance with details set forth in Official Statement prepared and submitted by Ann Arbor Trust Company, of Ann Arbor, Michigan, the fiscal agent for the Board; "'" WHEREAS, the Board has an annual Debt Service Subsidy Grant from the Department of Housing and Urban Development pureuant to grant agreement under the Debt Service Grant Program for 100 f 1 ( Public Institutions which will apply to the payment of interest on the aforementioned Series B. Bonds; and WHEREAS, It is necessnry that sald aforementioned bonds be offered for public sale pursuant to due and proper advertisement ns required by the terms of the grant agreement heretofore referred to, and WHEREAS, the fiscal agent and bond cOWlsel have suhmitted a form of such noUoe of sale, copy of which is hereto attached, and proposed schedule for such sale for approval of thil'l Board, construcUon blds having been received for the housing facilities hereinbefore referred to and being within the architects' estimates; BE IT RESOLVED BY THE BOARD OF CONTROL OF CENTRAL MICHIGAN UNIVERSITY (ALSO KNOWN AS CENTRAL MICHIGAN UNIVERSITY BOARD OF TRUSTEES), as follows; 1. That the Notice of Sale of the bonds referred to in the preamble to this resolution, in form suhmitted by the fiscal agent and bond cOWlsel, Is hereby approved, subject to any changes in the form thereof prior to sale as may be deemed necessary to comply with legal or governmental requirements. 2. That the fiscal agent of the Board Is authorized to publish sald notice of sale in the Daily Bond Buyer, New York, New York, on or about September 14, 1970, for public sale to be held at the office of the Ann Arbor Trust Company. Fiscal Agent for the Board, at 3:00 o'clock Eastern Standard Time, on Tuesday, September 29, 1970. 3. That the Finance Committee of the Board, to wit, Board Members Alfred J . Fortino, Lawrence D. Rahllly, Walter W. Wightman and Roger M. Busfield, together with Dr. N. C. Bovee, Treasurer of the Board, are authorized and directed for and on behall of the Board to recd ve the bids on said bond sale date, accept the bid complying with the terms of the noUce of sale resulUng in the lowest interest cost to the Board, and award said bonds to said bidder. 4. That the fisoal ngent of the Board and bond counsel are directed to take all steps and prepare and submit all necessary legal papers and documents necessary to consummate said sale, and deliver the bonds to the successful purchaser upon receipt of the purchase price therefor. 101 PROPOSED REVISION OF THE CENTRAL MICHIGAN UNIVERSITY DEVELOPMENT FUND CONSTITUTION AND BY-LAWS; It was moved, seconded and carried that the proposed revision of the Development Fund Constitution and By-Laws be approved. (Copy on file in the Secretary's Office}. STUDENT DISCll'LINARY SYSTEM; It was moved, seconded and carried that the "Student Hearing Procedure" be approved. (Copy on file in the Secretary'S Office). SAMUEL BRANNAN CASE; An ad hoc committee of the Board of Trustees met on Tuesday evening, September 22, 1970, and heard the appeal of Mr. Samuel Brannan's grievance at not being promoted to Assistant Professor. Dr. Edward \\Thitmore, Chairman of the Mathematics Department, was also heard. The committee found no cause not to accept the findings of the University Senate Grievance Hearing Committee. The appehl of Mr. Brannan was denied and the ad hoc committee was dismissed. {Mrs. Hafstad abstained in the voting. ) BOARD m CONTROL OF STUDENT PUBLICATIONS; It was moved, seconded and carried that the Board approve the recharging and reconstitution of the Board in Control of Student Publications. The Board in Control of Student Publications will be responsible to the President of the University and will exercise the full authority of a publisher with respect to all University student publications financed by direct allocation of University Funds and not otherwise under the supervisory control of academic departments. The publisher's authority extends to: 1. The appointment and removal of editorial and managerial staff. 2. The control of publication budget and finance. 3. The establishment and control of editorial policy. 4. The establishment of advertiSing policy and the supervisory control of advertising and advertising sales. 5. The control of publication Circulation.
