It was maved by Dr. Roger Busfield, seconded by tw. Wolter Wightman,
and corried, tha t the Finance Committee of the Boord of Trustees be
authorized to review and approve the establishment of:
o. tuition and fee rates
b. room and board rates
c. apartment renta l rates
d . parietal rules
prior to the next regular meeting of the Boord of Trvsteel on April 21, 1971.
NEW DEGREE PROGRAM:
The Bachelor of Individualized Studies degree program is d.nigned to rerve
the needs of shJdents whos", interesl's and abilities may be frus trated by more
conventiona l, struc:hJred programs. The program is on attempt to provide
opporhJnity for a responsible expression of unusual Intellec:tual interest by
pennitting student involvement in flexible curriculum planning.

Students who e lect this progrom should be owore that it moy not satisfy
requirements for odmlnion to graduate programs in some UIl ivel'$ities, or it
may not satisfy professional employment requiremellts. 11 is suggested
that each student cOllsider these requiremellts before ellteri ng the
ptogrom, if possible.
It was moved by Dr. Roger Busfield, seconded by MI. Alfred Fortino,
and corried, that the degree pragrom os passed by the lII'llve"ity Senate
be approved and that the adrninistrotian be directed to hold further
conversations with the senate concerning the designated title.
HOUSING--LIFE STYLES 1971-72:

ho lls wos approved by the Boord of Trustees and has been in effect for the
past sll( months of thb academic year. It was impossible to implement the
entire pion approved by the Boord because of the latenen ill announcing
the plan, ond becouse of student choices.

INTEREST SUBSIDY GRANT FOR BROOMFIELD APARTMENTS:
In M:J rch 1969 Centrol Mlchlgon University ITI(Ide application ta the
Department of Housing and Urbon Development for assistance in the
construction of 100 married studen t aportments in the form of on Interest
subsidy grant totaling approximate ly $50 , 000 per yeor. The low bidder
on the sa le of the bonds for thb project, Broomfield Rood Apartments,
was N.e rritl Lynch , Pierce, Fenner and Smith, Inc., and these bonds
were delivered on or about November I, 1970. The interest rote for the
entire Issue was 7.43409%. The foctor which would subsidize the
interest beyond 3% amounts to approl(imately $50,071 per yea r. The
authorlzctlon which hod been received tota led $49,995. In consultation
with the Ann Arbor Trust Compony ot thot time, and in view of the fac t

STAFF REPORTS:
President Soyd noted thot we connat negotiate with even the low bidder
on the Health Service Building. This will be rebid as saon os possible.
President Boyd a lso gave a report on 197I-n elV"Ol1ment. 1M 197 I-n
budget request was based on an FYES (fl scol year equated student) enrollment
of 15,200; the Governor's recommendation is 14,200. Costing out
the f1nanciol consequences indicates that neither fTgure b tenable, and
the President will now plan for a compromise figure of 14,600 FYES.
The next meeting of the Board of TrusteH will be April 21, 1971.
