WHEREAS, Fred Corcoran has served as custodian of Warriner
Hall since 1930 when he joined the staff at Central Stote
Teachers College under President Eugene Warriner;
WHEREAS Fred Corcoran retired on December 31,1971,
after 41 y~f1 of service to the occupants of Worriner HoII,
including four presidents ond countless faculty and stoff member,;
AND WHEREAS, His faithful service and spirit of cooperation
and pride have made him a valued and beloved member of the
University family;

BE IT THEREFORE RESOLVED, Thot the Board of Trvstees of
Central Michigan Un iversity, on behalf of the University
community, express their gratitude ond extend their best wishes
for the future.
HOUSING REVENUE AND REfUNDING SONDS OF 1972:
Mr. Alfred Fortino, Chairman of the Finance Committee, stated thol the
committee was grateful 10 hove the opportunity ot this time, in view of the
bond market, to recommend approval of a pion for Housing Revenue and
Refunding Bonds of 1972.
It was moved by Mr . Alfred Fortino, seconded by Mr. Walter Wightman,
and carried, thot the following Resolution be approved. (Copy of the
Official Statement and Summary ore on file in the Secretory's Office.)
WHEREAS, The Boord has been presented with the attached
Official Stotement and Summory documentati on covering a
financing totaling 57,125,000 and maturing from one to
twenty-one (21) yean,
BE IT RESOLVED, Thot the financing plan as outlined in the
attached Official Statement and Summary document be hereby
approved and mode 0 part hereof.
BE IT HEREBY RESOLVED, Thot the 5955,000 af serial bonds
maturing from 1973 through 1977 be awarded to the Detroit
Bank and Trust Company at 0 coupon !'tIte of 3.90% with the
bonds awarded ot pen- plus accrued interest.
BE 1T FURTHER RESOLVED, Thot the balance of the bond
i$Sue, 56,170,000 maturing from 1978 to 1993, be awarded
to a group of underwriters heoded by First of Michigan Corporation
with the bonds hoving coupon rates as indicated or\ the
ottoched documents .
The bonds awarded to the First of Michigan Corporation !hall be
at par plus a premium of SI ,489.95 . This toto 1 financing results
in a net interest cost to the University of 5.847378.
BE IT FURTHER RESOLVED, Thot the University borrow the
sum of S125,000 secured by pledge of the net revenue from
forty-eight (48) Preston Court Apartmen", with the finoncing

taking the form of a term loon, maturing in appt'aximotely four
and one-half yean a t an interest rote of approximately 4-1/4%.
BE IT FURTHER RESOLVED, That the President and the Vice
President fOf Bvsiness and Finance are hereby authOfized to
execute any necessary documentation in connec tion with this
financing prior to the next Boord meeting, at which time the
Boord will oct an the formal financing resolution.
PROPOSED CONSTITUTION OF THE DEVELOPMENT FUND:
It was moved by Mn. Katharine Hafstod, seconded by Mr. Alfred Fortino,
and carried, thot the follow ing Resolution be appraved .
RECITALS:
1. The Boord of Directan of the Central Michigan Un iversity
Development Fund has recommended terminat ion of the
Centro I Michigan Univenity Development Fund and estoblhhment
of a new Ofgonizalion called Development Fund of
Centro I Michigan Univenity .
2. The Boord of TrU$lees of the University encourages the work
in the development area and wishes to facili ta te the development
effOfts .
BE IT RESOLVED, That the proposed Constitution of the Development
Fund of Central Mich igan University is hereby adopted and approved
and is effective immediately. The Const itution of the Cen tral
Michigan Univenity Development Fund approved December 18, 1971,
at page 274 of the printed Boord minutes is terminated effective
immediately . (Copy of the Constitution of the Development Fund of
Centro I Michigan University is on file in the Office of the Secretory
to the Board.)
ESTABLISHMENT OF THE MT . PLEASANT DAILY TIMES-NEWS LOAN FUND:
It was moved by Dr. Roger Busfield, seCQflded by Mrs. Katharine Hofstad, and
carried that the Board of Trustees apprave the es tabli$hment of the
Mt. Pl~sant Doily Times-News Loon Fund.
