It was moved by Dr. Roger Busfield, leconded by Mr. Wolter Wightman, and
carried, that the following Resolution pertoining to the establishment of a
television slotion to serve the flOrthem partion of the Stole be approved.
WHEREAS, The present and anticipaled growth and applications of
educational public television broadcasting ore recognized,
NOW, THEREFORE, II is, upon motion duly mode, seconded, and
carried, in open, public session with a quorum of memben present:
RESOLVED, Thot the Boord of Truslees, the governing body of
Centrol Michlgon University, authorizes Central Michigao UniversHy
to file all neceuory dolo for authorization to construc t and operate
a broadcast television facil ity on VHF Channel 6 as reserved by the
Federal Commuoicatiam Commission for educa ti onal oon -commercial

CONTRACT AWARD - INTERCOLLEGIATE AND INTRAMURAL ATHLETIC
FACILITIES:
It was moved by f-k. Alfred Fortino, seconded by Dr. Lloyd Cofer , and carried,
thot contracts for the new intercollegiate and intramural athletic facilities be
awarded to the lowes t qualified bidden provided they are withio the authorization
of 2.5 mill ion dollors ood upon proper certification by the architech.

and sign the necessary documenh.

BUDGET AUTHORIZATION:
It was moved by Mr. Wolter Wightman, seconded by Dr . Roger Busfield, ond
carried , that the Boord of Trustees opprove the estimated revenues and
tentative allocations 0$ the initiol General Fund Operating Budget few
the 1971 -72 fiscal year. (Copy on file in the Secretory's office. )
STUDENT PRESENTATION:
Dr. Albert Miles introduced R. Williom Joyner, a student and representative
of the Center few Educational Reform (CER). Mr. Joyner presented a prapo5Ol
requesting student participation on tM Boord of Trustees. He stated
that he wal aware of the foct that appointm~h to tM Board were mode by
tM Governor and that any alteration of this process would requi re constitutional
amendment. In view of that faet, he O$ked that the Board perm it the
president of the student body to participate os a non-voting member. He
also requested that action on his proposal be taken in time for the October
Board meet ing.
Chairman Umphrey reiterated that members of the Board are appointed by
the Governor and that the Board hal no control over appointments.
Mr. Alfred fOl'tino stated that Mr . Joyner's request is not possible since
the Boord does not have the power to expand its own membership.
Chairman Umphrey summarized the situation by stating that membership on
the Boord and additions to the Boord are mellen over which the Boord itself
has no control. He then stated that apparently the proposal wos based on 0
desire fOl' better communication between the student body and the
Boord of Trustees .
Dr. Roger Busfield recommended that President Boyd be directed to.....one on
possible mll<lns of better communkation between the student body ond the
Boord of Trustees.
