WHEREAS It was with a tremendous sense of loss that the
members'of the Mi chig~n legislature learned of the passing
of a truly great citizen of our State, Dr. lloyd M. Cofer ,
whose outstanding work within the field of education contributed
50 enor~usly to the quality of life in Michigan
for so many people. Dr. Cofer's life was constant in its
purpose and that purpose waS education--edocation in its
finest sense, dedicated to improving and enhancing people's
lives. In thi s he SlK:ceeded brilliantly: and
WHEREAS, Dr. Lloyd 1'1. Cofer started life in t he ElI'fl i re State
of New York and grew up to have a fervent inte rest in and
devotion to education as a means of improving for all
people the world in whiCh we live. Gi fted with a supe r ior
intellect, he worked dillgef'lt ly as a student at Tufts
Univer s ity, where he obtained h is bachelor's degre~. He
went on to rece i ve his master's deg ree from Columb Ia
University's Teacher's Col lege and his doctorate f rom
Wayne State University; and
WHEREAS, Lloyd Cofer's commitment to educat ion was a! l encompassing.
He se r ved it ab ly in so many ways. He was
the Dean of Men at Fisk University in Kashvi lle from 19]0
to 19]4. Then , in that same year, 1931t, he became the first
black cO\,lllselor in the Detroit Public Schools. Thus began
hi s tradition of exce l lence in Michigan education that would
last for the remainde r of h is l ife: and
WHEREAS, Hi s achievements were legendary. He served as the
Principal of Mackenzie High School. in administra t ive posi tions
at Central High School and McMichae l Junior High School ,
and, at l'Iichigan State University, as a professor of admin i stration
and highe r education. Furthermore, he -..as rencwned
for hi s work In directing a program that brough t minority
student5 to H.S.U. and as a consultant to two H.S.U. presidents.
Among hIs greatest contributions, however, were the year5 he
served on the Board of Trustees of Central Michigan University.
which he ab ly directed as ChairNn for three terms, and as
national Chairman of the Association of Gove rning Boa rd$ of
Universities and Colleges. At the pinnacle of his career ,
he was appointed by Governor l'Ii II iken to the Mi chigan Educat ion
Council, a position he fulf i lled wi th the same sagaci ty that
had characterized each facet of his remarkab le ca reer. l'Iay

ract not to exceed S2oo,OOO. The President and anyone of

authorized by their two signatu res to sign contracts binding
