It was rroved by Mr. Alfred Fortino, seconded by ~rs. AlIce Tomboullan,
and carrIed, that the foll~lng resolution be adopted.
BE IT RESOLVED, That 550 of the residence hall room end boa rd
rate and 55 of the indIvidual apartment rronthly rate be designated
as a special resIdence scho lar sh ip fund. The fund will
be accumulated and made avaIlable fi rst to meet debt service.
If not required for debt service , the fund wi 11 be .val lable
durIng the following fl sc.1 year, but not earll.r than
August 1983 for "Residence Scho larships" awa rded by the
Financial Aids OffIce and Residences and Auxiliary Serv ices to
s tudents resId ing in UniversIty resIdence halls or apartments.
The following guIdelines will apply:
I. An award normally will not exceed f Ifty percent (50')
of a student'S c urrent on-campuS room and boa rd cOSts
or annual apartment costs.
2. Eighty-fIve percent (85' ) of the funds wi l l be II\iIIde avaI lable
to residence hall and apartment students whose need
Is approved by the Financial Aids Office.
3. fifteen percent (15' ) of the funds wll I be awarded by the
Financial Aids Office to outstanding students who app ly
through the Residences and Aux ili ary Serv ices Office and
who meet the foll~lng minimum crite ri a:
a. Sophomore status and accumu lation of a t leas t 25 hou rs
of credit wIth a grade point average of 3.0 or bet ter.
b. Demonst ra ted and documented ou tstanding leadership and
invo lvement in the residence halls and apartments.

ESTABLISHMENT Of MADR IGAL SINGERS SCHOLARSHIP:
It was IIIOved by Mrs. Allee Tomboullan, seconded by ~rs. Katharine Hahtad,
and carried, that the Madrigal Singers ScholarshIp be established and that
the fol low ing statement be approved for printing in the bulletin.
Madrigal Sl nqers Scholarship
Established wi th funds earned by the Madrigal Singers through
their activIties with the annua l Madrigal Dinners. Earnings
wil I prov ide an annual scho larship for two members of the
madrigal ensemble who display enthusiasm and demonstrate
unusual unders tanding of MUsical style and singing ability.
Selection of the schola rship recipients will be made by the
Director.
POLICY REGARDING THE NAM ING OF BUILDINGS, ELEMENTS OF BUILDINGS, AND
ENDOWED PROJECTS:
It was moved by Mr. Rich.:trd Halpert , seconded by Mrs. Katharine Haistad,
and carried, that the following resolution be adopted. For: Halpert.

BE IT RESOLVED, That the authority for naming buildings , elements
of buildings, schools, departments, chairs, lectureshi ps
and scho larships rests with the Board of Trustees. Suggestions
for names may be presented by any Interested pa r ties. The
followi ng crlter l" shou ld be Included In the consideration:
I. Fac i lities may be named in honor of persons who h"ve
achieved prominence In their fields of endeavor and who
have been publicly known for their accomplishments In
theIr fields "nd service to the UnIverSity. Traditionally
persons so honored are deceased , except "5 noted bel~.
2. Facilities may be named for or by donors -.;ho provide a
g1ft whIch is "pproximately 50 percent, or more, of the

cost of the facility. If the gift is 5500,000 or more,
it may provide less than 50 percent.
3. A ~jor gift or bequest in the range of $750,000 to
$1 ~i ll Ion is required for the creation of a named

or the donor. These funds support the crflltlon
of a new faculty positIon and app ropriate resources
to support Itj e.g., equipment, lIbrary , etc.
4. A gift or bequest in the range of $150 ,000 Is required
for the creation of a perlllenently named professorship.
These funds wi II suppl_nt resources aval hllb le to
support an already existing faculty position.
5. When a memorial or gift is $1,000 or rore, It lNIy be
used to establIsh a short-term loan fund named for
any person. When a memorIal or gIft 15 $2,500 or more.
it ~y be used to establish an endowed scho larship.
A review of this polIcy will take place at lea ~ t every five years
for the purpose of determinIng whether the foregoing criteria are
still appropriate.

and carried, that the following resolutIon be adopted.
BE IT RESOLVED, That the Soard of Trustees adopts the General
Fund Operating Budget for the 1982-83 f i scal yea r IS presented
and delegates to the administration authority to expend funds
as approved In the General Fund Budget Ind also by transfer
from or to accounts In the General Fund Budget and o the r funds
of the Uni versIty. (Copy of the budge t approved 15 on file in
the Office of the Secretary.)

The TraffIc Violations 8ureau established by the Board
on Septeri:ler 17, 1975, is continued: (I) as an exciu·
s lve agency to accept pleas of gui l ty In cases of
v io lation of the parking provisions of thi s Ordinance,
a nd (2) to collect and retain fines and costs as pre·
scribed In Section 8.29 of this Ordinance. The
personnel of the bureau shall be Univers ity employees.

Madrigal Sl nqers Scholarship Established wi th funds earned by the Madrigal Singers through their activIties with the annua l Madrigal Dinners. Earnings wil I prov ide an annual scho larship for two members of the madrigal ensemble who display enthusiasm and demonstrate unusual unders tanding of MUsical style and singing ability. Selection of the schola rship recipients will be made by the Director.
